Expression of Interest are invited for Consultancy Services for Integrated Information Management System, Smart Digital Inclusive Financing Systems and Other Software Components. Consulting Firm (National) (Lump-Sump) Title Of Service: Consultancy Services for Integrated Information Management System, Smart Digital Inclusive financing systems and other software components Brief Description of Assignment: The Peoples Republic of Bangladesh has received financing from the Islamic Development Bank (IsDB) towards the cost of Inclusive and Integrated Sanitation and Hygiene Project in 10 Priority Towns in Bangladesh, and intends to apply part of the proceeds for consultancy services. The services include design, develop and support implementation of a robust Integrated Information Management System that integrates smart digital financing systems and other software components, enabling efficient, inclusive, and sustainable management of urban sanitation, waste, and related services. The IMIS will empower municipalities and stakeholders by providing a scalable, secure, and user-friendly platform for data collection, storage, analysis, and reporting, ensuring alignment with the Citywide Inclusive Sanitation (CWIS) approach. The estimated level of effort (professional staff-months) required would be 552 person-months. The implementation period is divided into 02 phases. The first phase is the development phase of 6 months and the second phase is the implementation, operation and maintenance phase of 12 months which will continue upon completion of works with expected date of start of the assignment is from July, 2025 [Please refer to the Terms of Reference (TOR)]. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.dphe.gov.bd Experience, Resources and Delivery Capacity Required: The Department of Public Health Engineering (DPHE) of The Ministry of Local Government Rural Development and Co-operatives now invites eligible consulting firms (Consultants) to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrates that they fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, updated business documents like Trade license, VAT and IT certificates, etc.). The short-listing criteria are number of years in Business, relevant experience (in developing and operating Management information system) in years experience in Urban sector and the number of permanent staffs of the firm. Key experts will not be evaluated at the short-listing stage. Other Details (if applicable): The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the Procurement Guidelines), setting forth IsDBs policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method among shortlist of domestic firms set out in the Guidelines for the Procurement of Consulting Services under IsDB Project Financing (April 2019-Revised in February 2023).
