Tenders are invited for Remodelling of Oyo State Government House and Ancillary Facilities Re modelling of Oyo State Government House and Ancillary Facilities 1. BACKGROUND: Oyo State Government hereby invites bids from eligible bidders/contractors with relevant experience in the construction industry to tender for the remodelling of the Oyo State Government House and ancillary facilities, at Agodi, Ibadan. Bidding will be conducted through open competitive two-stage tendering method as specified in the Oyo State Public Procurement Guidelines for Works. 2. SCOPE OF WORK: The project involves remodelling and complete overhaul of facilities within the Government House and adjoining Guest Chalets. Detailed scope of works for the remodelling project is specified in the prescribed bidding documents which shall be issued to interested companies. 3. MINIMUM TECHNICAL REQUIREMENTS FOR QUALIFICATION: Interested companies must be able to clearly demonstrate technical and financial capacity with verifiable experience in the construction of multi-use public facilities in Nigeria. The Applicant shall have, over the past five (5) financial years preceding the deadline for the submission of applications: a. Evidence of track record in the construction industry within the past five (5) years, with an aggregate portfolio value in excess of Three Billion Naira (N3,000,000,000:00). b. Undertaken a leading role in the construction, development, redevelopment, operations and management of at least five (5) major multi-use public facilities in Nigeria. c. Possess a total asset base of Five Hundred Million Naira (N500,000,000:00) 4. DOCUMENTATION REQUIREMENTS: The required documents to be submitted with the application to assess eligibility include: a. Company registration with the Corporate Affairs Commission (CAC); b. FIRS Current Tax Clearance Certificate of Limited company for the last Three (3) years (2024, 2023 & 2022); c. Oyo State Board of Internal Revenue (BIR) Current Personal Income Tax Clearance Certificate of Two (2) Directors of the Company for the last Three (3) consecutive years (2024, 2023 & 2022); d. Current Certificate of Registration with Oyo State Bureau of Public Procurement (BPP) in the works category; e. Evidence of registration of Business Premises with the Ministry of Trade and Investment, Oyo State for the current year; f. Audited financial statements of the company for the last three (3) years. g. Sworn Affidavit disclosing: i. Whether or not any officer of the relevant committees of the procurement entity or Bureau is a former or present Director, shareholder or has financial interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars. ii. That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings nor the subject of any form of winding up petition or proceedings. iii. That none or any of the directors have been convicted in any country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation of falsification of facts relating to any matter. h. Letter of consent to allow for verification of all documents submitted. i. Evidence of payment of Oyo State Government Development Levy. j. Evidence of receipt for bid documents. 5. TECHNICAL PROPOSALS: A comprehensive technical proposal is the main thrust of this Call for Bids. Summaries of technical proposals, in line with the specified scope of works is expected to include design options and detailed workplans/implementation time frame. 6. SUBMISSION OF BIDS: 1.
