Enhancing Capacity to Design and Implement Energy Sector Projects - Power Trading Firm Approval Date: 03-Oct-2019 Estimated Commencement Date: 375,000 USD Engagement Period: 15 MONTH The Power Department of Sikkim (PDS) recognizes the need to improve the power management function which was likewise identified by Sikkim State Electricity Regulatory Commission (SSERC) as an area of improvement for PDS. Improving the financial viability of PDS requires the establishment of a robust power management (forecasting, purchase, sale and trading) mechanism. For this purpose, a dedicated power portfolio management function with adequate and experienced personnel identified from within PDS will be operationalized. The function will be solely focused on the ultimate objective of improving power management function. The proposed interventions will assist PDS in making a more judicious power forecasting, purchases, sale and trading thereby improving its finances and help reduce the ACS-ARR gap. In this regard, the PDS has sought ADBs assistance to improve the power management function. ADB intends to hire a national consultant to provide technical consultancy services to PDS in strengthening their power management function. This consultancy assignment planned for a 15 months duration intends to provide technical support to the PDS to improve the power management function through a mix of operational, commercial and regulatory interventions supported through adequate IT enablement. The consultant will support the PDS in Load/Demand Forecasting, Power Purchase Cost Optimization Solution and Energy Portfolio Management (EPM) Services through an IT based system and provide regulatory support to optimize the power portfolio of the PDS.
