The Contracted Specialized Company Should Conduct A Study Linked To A Concession Process, Where It Will Conduct A Diagnosis Of Local Conditions (With Surveys And Field Research), Consolidating A Technical Prognosis And The Guidelines That Guide The New Service To Be Offered, Performing Public Audiences For Knowledge And Participation, Performing The Detailed Community Physical-Operational Of The New Service, Consolidating The New Concessions Economical-Financial Model And, In Addition, Detailing All Technical-Gerencial Processes Necessary For Both The Development Of The Bidding Process (Rules And Conditions Of Participation And Dispute, Among Others) And For The Management Of Concession (Rights And Duties, Rules And Conditions Of Readjustment/Revision Tariffs, Criteria And Renewal Conditions/Contractual Extension, Among Other Relevant And Necessary Aspects), As Well As The Elaboration Of A Cash Flow Contemplating Income, Operating Expenses, Investments, Depreciation And A Fleet Renewal Plan. The Contracted Company Should Also Present Technical And Economic-Financial Feasibility Study, With Study And Demand Data, And Carry Out All The Current Real Needs Of The Municipality To Meet The Population.
