Tenders are invited for Trainer-Disability Inclusion in Disaster Risk Reduction DIDRR Closing Date: Tuesday, 20. May 2025 Intervention Sector(s): Advocacy & Awareness Remuneration range: 1000 to 2000 (USD) Duration of Contract: 1 month Objectives The training program aims to: Enhance LUPD teams understanding of the specific vulnerabilities and capacities of persons with disabilities in the context of disasters. Familiarize LUPD team with the international and national frameworks promoting disability-inclusive DRR, including the UN Convention on the Rights of Persons with Disabilities (CRPD) and the Sendai Framework for Disaster Risk Reduction. Equip LUPD team with practical tools and strategies for mainstreaming disability inclusion into all phases of DRR, including risk assessment, early warning systems, preparedness planning, response, recovery, and rehabilitation. Strengthen LUPD teams capacity to engage persons with disabilities as active participants and leaders in DRR initiatives. Foster collaboration and networking among stakeholders working on disability and DRR. 3. Target Audience The training program is designed to target LUPD team members and board members. 4. Training Methodology The training program should employ a participatory, disability inclusive and interactive approach, incorporating a variety of methods such as: Presentations and discussions Case studies and real-life examples Group work and exercises Role-playing and simulations (e.g., inclusive evacuation scenarios). Sharing of best practices Guest speakers (including persons with disabilities with experience in DRR) * (LUPD role) 5. Training Content (Indicative) The training program should cover the following key topics: The link between disability and disaster risk International and national legal and policy frameworks for disability-inclusive DRR (CRPD, Sendai Framework, SDGs, etc.) Accessibility considerations in DRR (built environment, communication, information) Inclusive risk assessment and vulnerability mapping Developing accessible early warning systems Inclusive preparedness planning and contingency planning Disability-inclusive search and rescue operations Providing accessible emergency shelter and assistance Inclusive recovery and rehabilitation processes Engaging persons with disabilities in DRR governance and decision-making Addressing specific needs of different disability groups (e.g., physical, sensory, intellectual, psychosocial) Intersectionality and disability (e.g., gender, age, poverty, refugee status) Suggestion: Introduction to Disability and Human Rights in DRR: Key concepts: Disability, accessibility, inclusion, and intersectionality (e.g., gender, age, poverty, refugee status). Overview of global frameworks: UNCRPD, Sendai Framework for DRR, and Sustainable Development Goals (SDGs) with a focus on disability inclusion. Lebanon-specific challenges: Cultural, institutional, and systemic barriers to inclusion. Barriers to Disability-Inclusive DRR: Understanding attitudinal, physical, and institutional barriers. Examples on how exclusion worsens disaster outcomes for persons with disabilities. Inclusive Disaster Preparedness and Risk Assessments: Tools for inclusive risk and vulnerability assessments. Collecting and using disaggregated data to inform decision-making. Developing inclusive preparedness plans in collaboration with OPDs. Inclusive Disaster Response: Search and Rescue Operations: Training first responders to provide accessible rescue services for persons with disabilities. Practical guidance on working with mobility aids, assistive devices, and caregivers during rescue operations. Emergency Shelters: Designing shelters that are physically accessible (e.g., ramps, accessible toilets, and pathways). Ensuring shelters provide sensory-friendly spaces and meet the needs of persons with sensory, cognitive, or intellectual disabilities. Emergency Assistance/Inclusive Humanitarian Action: Delivering food, water, and medical aid in a manner that is accessible to all. Providing communication in multiple formats (e.g., Braille, large print, sign language interpretation). Inclusive Recovery Practices: Building Back Better: Incorporating universal design into reconstruction efforts (e.g., accessible homes, schools, and infrastructure). Restoring livelihoods for persons with disabilities through inclusive economic recovery programs. Establishing community-based monitoring systems to ensure recovery efforts are equitable and disability-inclusive. Advocacy and Policy Alignment: Aligning programs with the rights of persons with disabilities and advocating for inclusive disaster policies at the municipal and national levels. Promoting partnerships with OPDs and other stakeholders to strengthen advocacy efforts. 6. Duration and Location The training program should be 6 days long and will be held in Lebanon, Beirut. The specific dates will be determined in consultation with the consultant during April 2025. 7. Expected Outcomes Upon completion of the training program, participants should be able to: Demonstrate a clear understanding of the rights-based approach to disability inclusion in DRR. Apply practical tools and strategies for mainstreaming disability inclusion into DRR processes. Be able to conduct inclusive risk and vulnerability assessments, ensuring the participation of persons with disabilities. Develop actionable DRR plans that incorporate accessibility and inclusion. Effectively engage persons with disabilities in all stages of DRR. Advocate for systemic changes for disability-inclusive DRR policies and practices. Contribute to building more resilient and inclusive communities. 8. Evaluation and Reporting: Documentation: Deliver a final report summarizing the training activities, participant feedback, challenges, and recommendations for future DiDRR initiatives. Include pre- and post-training assessments to measure changes in knowledge and attitudes. Evaluation: Collect participant feedback using surveys to assess the effectiveness of the training content and approach. Conduct a follow-up survey 2 months post-training to evaluate how DiDRR practices have been implemented. Deliverables: Training agenda, materials, and presentations, assessments, surveys. Final report (in Arabic and English) within 1 month, post-training. 9. Training Team The training team will consist of experienced professionals in the fields of disability, DIDRR, and training facilitation. The team will include experts on disability rights and representatives from LUPD.
