Work Detail
Through This Tender, The Municipalities Of Asten And Deurne Want To Ensure A Well -Functioning Sewer System That Protects Public Health And The Physical Living Environment And Contributes To A Climate -Proof And Water -Robust Environment. The Pumping Stations And Precautions Are Important Parts Of A Properly Functioning Sewer System. Conventive And Corrective Maintenance Is Prevented. The Agreement Consists Of The Preventive And Corrective Maintenance Of The Pumping Stations And Precautions Within The Boundaries Of The Municipalities Of Asten And Deurne. The Assignment Is Subdivided Into Two Plots: Plot 1: Asten Plot 2: Deurne Preventive Maintenance Focuses On Planned Checking, Adjusting And Cleaning Sewer Installations, Such As Pumps And Pumping Stations. Hereby Fixed Intervals Are Inspected And Maintained To Identify And Resolve Malfunctions And Wear Early. This Prevents Unnecessary Outages, Minimizes Malfunctions And Extends The Life Of The Installations. For The Municipality It Is Important That Preventive Maintenance Leads To Continuity In The Functioning Of The Sewerage Systems, Stability In The Budgets (Less Unexpected Costs) And Better Control Of Environmental And Health Risks. Corrective Maintenance Concerns It Quickly And Expertly Solving Acute Malfunctions Or Defects. This Can Vary From Repairing Or Replacing Broken Pump Parts To The Repair Of Electronic Controls And Control Technology. For The Municipality It Is Essential That This Is Done Quickly And Expertly To Limit Nuisance For Local Residents And Environmental Damage. In Addition, A Proactive Malfunction Protocol With Clear Contact And Response Times Helps To Control Complaints Handling And Risks, Which Contributes To Good Services To Residents. The Work Within This Maintenance Agreement Is Carried Out At Various Locations Within The Municipalities. These Maintenance Work Are Inextricably Linked Per Plot; Maintenance Concerns The Same Area Of ​​Pumping Stations And Precautions Within Each Plot. In Order To Perform The Work As Efficiently As Possible, The Municipalities Think It Is Important That The Work Per Municipality Is Deposited With One Party. Formally, The Work Has Not Been Merged Here Because The Content And Extent Of This Assignment Can Be Seen As One Technical And Economic Whole. Given The Different Numbers In The Area Between The Two Municipalities, The Assignments Are Put Out To Tender In Two Separate Plots. This Means That A Contractor Is Selected Per Municipality (Plot) With Which The Municipalities Enter Into An Agreement Individually. Tenderers Decide For Themselves Whether They Want To Register For One Or Two Plots. The Agreement Will Take Effect Per Municipality Immediately After Awarding And Will Be Entered Into For A Minimum Period Of 2 Calendar Years (Until 31 May 2027) With The Possibility To Extend It By 2 Times To A Maximum Of 4 Years. With A Maximum Duration Of 6 Years, The Framework Agreement Ends As Of 31 May 2029. If The Maximum Command Value As Mentioned In Paragraph 2.2 Of This Document Is Previously Reached, The Framework Agreement Will Also End By Operation Of Law. According To Article 2,140 Paragraph 3 Of The Public Procurement Act, A Longer Term Of Four Years Is Not Permitted For A Framework Agreement. In This Case, The Municipalities Opt For A Contract Duration Of Six Years, Based On Multiple Considerations. Firstly, This Longer Duration Offers A Degree Of Certainty To Tenderers, Which Enables Them To Make Long -Term Investments In Sustainable Equipment. In Addition, It Offers Sufficient Flexibility For Municipalities To Respond To Changing Circumstances And Needs, And The Transaction Costs For Both The Municipality (S) And The Tenderer (S) Are Kept Low. The Municipalities Determine Individually To What Extent These Extension Options Are Lifted. If A Contractor Has Been Contracted For Both Plots, He Cannot Rely On The Loss Of Scale Benefits If One Of The Agreements Is Not Extended, And This Fact Can Never Lead To Price Changes In The Agreements. The Intended Effective Date Of The Agreement Is 1 August 2025.
