Tenders are invited for Consultancy on Syria and Baseline Study: Identifying Progressive Partners and Networks in Syria Closing Date: Wednesday, 14. May 2025 Intervention Sector(s): Democracy & Civic rights . The Rosa Luxemburg Stiftung (RLS) is a German political foundation affiliated with the German party Die Linke (the Left party). RLS is dedicated to political education and progressive social research. The RLS Regional Office in Beirut, established in May 2017, primarily supports projects in Lebanon and Iraq. Additionally, RLS publishes reports and analyses on developments in Iran and Syria. With the fall of the Al-Assad regime, new opportunities arose for us to support projects in Syria as well. As part of our strategic efforts to strengthen progressive engagement in Syria, we are aiming to assess the current landscape of local actors, initiatives, and organizations operating from a leftist, feminist, democratic, or community-based perspective.With the fall of the Al-Assad regime, new opportunities arose for us to support projects in Syria as well. As part of our strategic efforts to strengthen progressive engagement in Syria, we are aiming to assess the current landscape of local actors, initiatives, and organizations operating from a leftist, feminist, democratic, or community-based perspective. 1. Objective The work shell support the RLS Beirut office to identify key actors (civil society groups, grassroots initiatives, informal collectives, unions, etc.) within Syria with whom cooperation and networking would be relevant. It should provide an overview of values, thematic focus areas (e.g., social justice, workers rights, anti-sectarian organizing), existing alliances, political positioning, and current challenges faced by these actors. The study will serve as an internal strategic document for our organization to guide future partnerships, advocacy strategies, and network-building efforts. 2. Scope of the work Map leftist/progressive organizations, initiatives, and networks in Syria Identify thematic overlaps and potentials for cooperation with our organization. Assess their level of political engagement, visibility, and openness to partnerships. Include reflections on risks, power dynamics, and sensitive issues in assessing potential partners Highlight existing or missing network structures that support solidarity and coordination among progressive actors Provide assessments on political development, security concerns, and other sensitive issues related to work in Syria. 3. Requirements University Degree in Social Studies, Political Science, Development, Human Rights or any other related field 3-4 years of working experiences in the international NGO sector is a benefit In-depth understanding of Syrias political, social, and economic dynamics, as well as the broader geopolitical context surrounding the country Ability to build trust with local actors, including marginalized communities. Profound knowledge of existing leftist actors, organizations and networks Strong knowledge of qualitative and quantitative research, data collection methods and analysis Experience in stakeholder mapping and power analysis Fluency in English and Arabic (spoken and written) Availability to travel between Syria and Lebanon on a regular base Willingness to also work from the RLS office in Badaro, Beirut Alignment with the overall goals of RLS and leftist ideologies. 4.
