Expression Of Interest Are Invited For Consultancy For Telecom Nra Data Collection And Analysis Practices In Eastern Partnership Countries. This Consultancy Aims To Assess The Data Collection, Use, Sharing As Well As Analysis Practices Of The Sector Regulators In Eap Countries To Enable Data-Driven Regulation And Market Monitoring For The Sector. In Addition To Improving Market Data Collection And Analysis For Better Regulation And Decision-Making, It Also Enables Greater Access To Data To The Public, Civil Society, Academia, And International Donor Organizations. The Consultant Shall Provide Services To Cover Three Distinct Work Packages (Wp) And One Optional Work Package. The Beneficiary For Each Work Package Will Be The Department Of Regulators In Charge Of Ict (For Armenia: Psrc, For Azerbaijan: Icta, For Moldova: Anrceti, [Optional: For Georgia: Comcom]). Work Package 1 (Wp 1): Armenia, Psrc Work Package 2 (Wp 2): Azerbaijan, Icta [Optional: Work Package 3 (Wp 3): Georgia, Comcom] Work Package 4 (Wp 4): Moldova, Anrceti Each Of These Wp Must Be Priced Separately. The Technical Proposal Will Be Evaluated Against The Technical Evaluation Criteria For All 4 Work Packages Based On The Full Scope Of The Tor. The Financial Proposal Must Include A Cost Breakdown For Each Work Package. Work Package 3 For Georgia Is An Optional Work Package, The Bank Reserves The Right To Award Wp 3 Based On Need. Costs For Wp 3 Will Not Be Considered As Part Of The Financial Evaluation. Additionally, The Financial Proposal Should Account For Each Project Team Member Individually (Number Of Days Required And Daily Fee).
