Tenders are invited for Development of Communication Tools on Food Fortification and Fortified Products Closing Date: 11 May 2025 Type: Consultancy Bidders are encouraged to carefully read this Request for Proposal (RFP) and all attachments in their entirety, paying particular attention to the instructions and requirements. The issuance of this solicitation does not in any way obligate Helen Keller International to award a contract, nor does it commit Helen Keller International to reimburse any costs incurred in preparing and submitting a proposal. All recipients of this solicitation must treat the information and details contained therein as private and confidential. Helen Keller Intl is recognized for her expertise in addressing malnutrition and micronutrient deficiencies, particularly in strengthening community health systems and improving food systems. Helen Keller Intl opened its country office in Madagascar in September 2023. In addition to its activities focused on vitamin A supplementation, it also supports large-scale food fortification with funding from GIZ. The objective of this tender is to select a supplier who will offer the best value for money to Helen Keller Intl, taking into account both technical and cost aspects. This RFP is open to communications firms deemed capable of implementing the scope of work, have a strong record of integrity and business ethics, and meet the eligibility criteria set out in this section. Bidders responding to this RFP must meet the following requirements: Be a legally registered communication firm in Madagascar in accordance with the laws and texts in force. Demonstrated expertise in designing communication campaigns and creating multimedia tools adapted to the cultural and linguistic context. Have the proven ability to produce materials that comply with international quality standards and technical specifications defined by stakeholders. Have completed the required disclosures as well as the requests for information and documentation included in this RFP. Be prepared to comply with the rules and regulations applicable to donors, as well as the requirements of Helen Keller Intl. Remark: Helen Keller Intl will not award a contract to any company that has been excluded, suspended, or proposed to be excluded by the U.S. Government, or to any company with officers or business partners subject to such action, in connection with this activity. Helen Keller Intl will evaluate all eligible proposals received in response to this Request for Proposals, in accordance with the evaluation criteria outlined in this document. Helen Keller Intl supports food fortification in several countries in sub-Saharan Africa and Asia to reduce micronutrient deficiencies, which are a major public health issue. When implemented on a large scaleincluding for staple foods such as flour, oils, and saltfortification can improve the nutritional status of vulnerable populations, especially children and pregnant women, contributing to disease prevention and a better quality of life. The fortification programs supported by Helen Keller Intl rely on a variety of delivery mechanisms. In some countries, the focus is on technical support to local industries to ensure compliance with national standards. Other countries focus on awareness campaigns to inform consumers about the benefits of fortified foods. A third group of countries combines these approaches: capacity building for producers, consumer awareness and support to governments to strengthen quality control mechanisms. In Madagascar, Helen Keller Intl is working with the Ministry of Public Health, the National Bureau of Standards and other stakeholders to promote the use of fortified foods. These activities are concentrated in several regions, with the aim of expanding their reach to meet the nutritional needs of the most vulnerable populations. In order to increase the visibility and impact of food fortification programs, Helen Keller Intl is looking for an experienced communications firm to develop and implement a suitable communication strategy. The firm will be responsible for: Design and produce innovative communication materials, including visuals, videos, radio messages and digital content. Test materials with target communities to ensure effectiveness and cultural relevance. This collaboration aims to increase awareness among Malagasy consumers about the importance of fortified foods, thereby contributing to the fight against micronutrient deficiencies and improving public health in Madagascar. Description of the communication tools expected of the consultant: The selected consultant will be expected to design, produce, test and deliver the following tools within a maximum of 8 weeks after signing the contract, in close collaboration with the project coordination team and technical stakeholders. Validation meetings will be held at each key stage. has. TV spot on fortified products Duration: 30 to 60 seconds Number: 1 Malagasy version Format: HD (.mp4 or equivalent), suitable for TV broadcast and digital platforms Objective: Highlight the benefits of fortified products with a clear and engaging visual message Target audience: General public, especially pregnant women, young children and rural households b. Radio spot on fortified products Duration: 30 to 60 seconds Number: 1 spot in Malagasy version Format: Professional audio file (.mp3, .wav) Content: Simple and accessible message, with jingle or soundscape if relevant Objective: Raising awareness of the benefits of fortified products to prevent deficiencies Diffusion: Local and regional radio stations, especially in rural areas c.
