Rationale and Purpose Jordans agro-food sector holds significant potential to drive inclusive economic growth, enhance food security, and generate employment. Despite this potential, the sector faces key challenges, including limited access to finance, outdated technologies, and increasing climate-related risks. IM aims to explore the viability of establishing a dedicated investment fund to support innovative enterprises within the agro-food sector in Jordan. This proposed fund will focus particularly on the production stage and seek to empower farmers, agribusiness startups, and food processing enterprises. The fund will utilize non-conventional financial structures and ethical finance principles, aiming to attract both community-based and institutional investors while ensuring social and environmental impact. To this end, IM is seeking a qualified consultant to conduct a feasibility study assessing the relevance, structure, and potential of launching such an investment fund in Jordan. 3. Objectives of the Consultancy The feasibility study will aim to: Analyze the market potential for an agro-food investment fund in Jordan. Assess the legal and regulatory framework relevant to establishing the fund. Examine the viability of using participatory profit-sharing mechanisms as a financial model. Identify potential stakeholders, including local communities, private sector actors, and institutional investors. Provide strategic recommendations for the funds operational and governance structure. 4. Scope of Work The consultant will undertake the following tasks: 4.1 Market Research and Analysis Analyze supply and demand trends in Jordans agro-food sector. Identify key opportunities, challenges, and the competitive landscape. Map existing agro-food investment initiatives within Jordan and the broader region. Assess additional support needs (e.g., capacity building, technical assistance, networking). Explore opportunities for the fund to establish collaborative platforms or food alliances. 4.2 Regulatory, Legal, and Operational Framework Review Jordans regulatory landscape concerning investment funds and participatory financial models. Identify relevant regulatory bodies and legal pathways for establishing the fund. Outline an investment strategy, risk management framework, and compliance requirements. Assess how participatory financial structures align with investor expectations regarding risk and return. 4.3 Stakeholder Engagement Identify potential investors, including members of the Jordanian diaspora, institutional investors, and private sector actors. Conduct interviews and surveys with sector experts and potential stakeholders. Gauge the interest of business owners in participating as both investors and beneficiaries. Propose a participatory governance model that enables investor involvement in project selection and oversight. 5. Methodology The consultancy will involve: Primary Research: Including interviews, focus groups, field visits, and consultations with key stakeholders. Secondary Research: Reviewing relevant market reports, policy documents, and case studies. Financial Modeling and Scenario Analysis: To evaluate the viability and sustainability of the proposed investment fund. 6. Deliverables The consultant will produce the following outputs: Market Analysis Report Assessment of the agro-food sector and investment landscape. Regulatory Framework Report Overview of legal considerations and compliance requirements. Financial Model Report Analysis of the viability of participatory financial structures. Final Feasibility Study Report Comprehensive document with findings, recommendations, and an implementation roadmap. 7. Required Qualifications and Experience The ideal consultant should have: Proven experience conducting feasibility studies, preferably in the agro-food or investment sectors. Expertise in alternative finance mechanisms, especially participatory profit-based models. Strong knowledge of Jordans regulatory environment for investment funds. Demonstrated skills in research, stakeholder engagement, and financial modeling. Fluency in English and Arabic is preferred. How to apply 8.
