In The Programme For Government 2021 To 2026, The Welsh Government Committed To Introduce A Strategic National Framework For Commissioning Care And Support Which Was Set Out In A Statutory Code Of Practice. Following This, A Co-Operation Agreement Was Formed Between Welsh Government And Plaid Cymru Which Ran From December 2021 To May 2024 Which Sought To Create A National Care And Support Service Which Provides Social Care Free At Point Of Need. Social Care Which Is Free At The Point Of Need Can Be Defined As Adults Of Any Age, No Matter Their Condition, Capital Or Income, Who Are Assessed By Their Local Authority As Needing Access To A Social Care Service, Are Entitled To Receive This Without Charge. An Expert Group Was Formed As Part Of This Work To Explore How Welsh Government Could Take Forward The Co-Operation Agreement Commitment. They Were Asked To Provide Recommendations On The Practical Steps That Could Be Taken To Create A National Care Service, Including Reviewing Current Evidence About Services And The Funding Of Social Care. As Part Of This Work, The Expert Group Undertook A Review Of The Social Care System And Services And Evidence About Paying For Social Care And Social Care Funding Within The Uk Context. The Aim Of This Project Is To Assess The Current Provision, Spending Over The Last 10 Years, And Impact Of Commissioned Preventative Services For Social Care In Wales. The Specific Objectives Of This Project Are To: • Set Out The Role Of Commissioned Preventative Services, Including How Much Funding Is Dedicated To Preventative Services Now And Over The Last 10 Years, What Is Available And How People Are Accessing These Preventative Services. • Define The Current Arrangements For Funding, Delivering And Paying For Commissioned Preventative Services For Social Care, Relative To Wider Social Care Spending And Activity. • Describe How Demand And Funding For Preventative Services Has Changed (In Reference To Wider Social Care Activitie
