Tenders are invited for Terms of Reference (Tor) for the Revision of the Integrated Child Rights Policy (2011) and its Strategic Plan (2024) Objective The primary objective of this initiative is to review and revise the Integrated Child Rights Policy (2011) and its Strategic Plan to ensure they remain: Relevant to the current socio-economic landscape. Comprehensive in addressing child rights and protection. Fully aligned with Rwandas national priorities and international commitments. Scope of Work The consultant will undertake the following tasks: Desk Review: Analyze existing documents, including the 2011 ICRP, the current Strategic Plan, relevant national policies, legal frameworks, and related international conventions ratified by Rwanda. Stakeholder Consultations: Engage with key stakeholders such as government ministries, non-governmental organizations (NGOs), civil society organizations (CSOs), community leaders and volunteers, and children to gather insights and recommendations for the policy revision. Gap analysis: Identify gaps and areas for improvement in the current policy and strategic plan, considering recent developments, data and emerging issues affecting children. Drafting revised Policy and Strategic Plan: Develop updated versions of the ICRP and its Strategic Plan, incorporating feedback from consultations and aligning with national and international standards. Validation workshops: Facilitate workshops to present the draft documents to stakeholders for validation and further input. Finalization of documents: Incorporate feedback from validation workshops and submit the final revised ICRP and Strategic Plan.
