Background And Rationale The Ngotto Forest (780,000 Ha) Is Located In The Southwest Of The Central African Republic, Halfway Between The Capital Bangui And The Dzanga Sangha Protected Areas (Apds). It Includes The 80,000 Ha Mbaéré-Bodingué National Park (Mbnp) And Adjacent Forest Concessions, Which Constitute A Critical Ecosystem For Biodiversity. Located At The Transition Between The Savannah And Rainforest Biomes, This Ecosystem Is Home To Endangered Species Such As Elephants, Gorillas, Chimpanzees And Pangolins. This Rich Biodiversity Has Been Facing Great Anthropogenic Pressures Since The End Of The Ecofac Project. Indeed, The Ngotto Forest Benefited From The Different Phases Of The Eus Ecofac Programme From 1992 To 2010, Which Led In Particular To The Creation Of The Mbaéré Bodingué National Park In 2007 And The Development Of A Management Plan In 2010. The End Of Ecofac In 2010 And The Military-Political Crisis Of 2013 Led To The Cessation Of Protection And Management Activities For This Landscape Until 2018, When The Government Launched The Natural Resources Management Project (Pgrn). This Project Contributed To The Preparation Of Local Development Plans For The Communes Of The Ngotto Forest Landscape But Did Not Focus On The Mbnp Itself. In 2021, The Central African State, Through The World Bank (Through The Global Environment Facility (Gef) Impact Program On Sustainable Landscapes Of The Congo Basin), Obtained Additional Funding To The Pgrn, Which Aims To Update The Management Tools Of The Pnmb And Support Local Development Initiatives On The Periphery Of This Park. As Part Of This Project, Wwf Has Been Invited By The Central African Government To Duplicate The Spa Model In The Ngotto Forest In General And The Mbaéré Bodingué National Park (Mbnp), In Particular By Contributing To Creating Conditions Conducive To The Resumption Of Management Activities In This Protected Area. As Such, A Service Provision Contract Between Wwf And The Coordination Unit Of The Said Pgrn, Was Signed On March 22, 2022 And Entered Into Force On April 01, 2022. Following This Signature, Wwf Conducted Inventory Studies In The Pnmb And Its Peripheries (Ecological Inventory, Socio-Economic Diagnosis, Assessment Of Ecotourism Potential, Hcv, Carbon Stock, Diagnosis Of Zoonoses, Etc.). These Various Studies Having Been Carried Out, It Is Now A Question Of Revising The Management Plan And Developing The Business Plan Of The Pnmb And Peripheries. It Is With This In Mind That Wwf Proposes To Mobilize The Services Of A Consultant To Conduct The Updating Process. 2. Objectives 2.1 General Objective Update The Management Plan And Develop A Business Plan For The Mbnp And Its Peripheries In Order To Have The Tools To Revive Activities For The Protection And Management Of Biological Diversity And Associated Cultural Resources. 2.2 Specific Objectives Specifically, It Will Be A Question Of: Retrieve And Analyse Data And Information On The Mbnp And Peripheral Areas (Ecological Inventory Reports, Socio-Economic Diagnosis, Hcv, Carbon Stock, Ecotourism, Latest Management Plan, Etc.); Draft The Updated Management Plan (Pag) Of The Pnmb; Develop A Business Plan For The Pnmb And Peripheries Have The Draft Management Plan Validated And Propose The Text For Adoption By The Supervisory Authority. 3. Mission Of The Consultant The Main Tasks Of The Consultant Are To: Retrieve And Evaluate The Data And Information Available On The Mbnp And The Peripheral Areas (Inventory Reports Of Fauna, Flora, And Human Activities, Socio-Economic Study, Hcv/Hcs, Ecotourism, Strategic Planning, Latest Management Plan, Etc.); Identify And Analyze Constraints, Opportunities, Threats And Prioritize The Problems To Be Taken Into Account; Develop A Long-Term Vision For The Mbnp And Peripheral Areas And Formulate Objectives For Its Management, Including Limits To Acceptable Changes; Develop, Evaluate And Select Management Options To Achieve The Objectives, Including With Regard To The Zoning Of The Mbnp And Peripheries; Integrate The Planning Elements And Write The Draft Updated Management Plan As Well As The Draft Business Plan Following The Rapac Framework (Appendix 1); Organize Local (Ngotto, Bambio, Boganda And Moloukou) And National (In Bangui) Workshops For Public Presentation Of The Draft Gp And Public Consultation; Analyze Comments, Report On The Results Of The Consultation Process, Revise The Draft Pg And Produce The Revised Version; Organize The National Validation Workshop Of The Gp And The Ap In Bangui; Prepare The Proposal For The Text Of The Official Approval Of The Pag. 4. Methodological Approach The Consultant Who Will Be Mobilized To Update The Pg And Develop The Mou Will Propose A Detailed Methodology To Achieve The Expected Results. Le Pg Comprendra LEnsemble Des Volets DIntervention Et Le Plan DAffaire Pour La Gestion Du Pnmb Et De Sa Zone Tampon Sur Les 10 Prochaines Années. Le Pg Se Concentrera Sur Le Pnmb Et Sa Zone Tampon, Où Des Analyses De Terrain Auront Été Réalisées Et Permettent De Justifier Des Mesures Proposées Dans Le Pg. Quelques Orientations Seront Néanmoins Données Sur Le Corridor Vers Les Apds, Notamment Pour Les Thématiques Relatives Au Suivi Des Déplacements De La Faune. Pour La Zone Tampon Du Pnmb, Les Prescriptions Du Pg Incluront Les Mesures Qui Sont Développées Dans Les Plans Simples De Gestion (Psg) Pour La Gestion Des Ressources Naturelles Au Sein Des Domaines Fauniques Communautaires (Dfc) (Si Possible) Et Des Psg Pour Les Ressources Agricoles Dans Les Séries Agricoles Et DOccupations Humaines (Saoh). Un Système De Suivi-Évaluation Sera Proposé Par Le Prestataire Pour Évaluer LEfficacité Des Mesures De Gestion Prises Dans Le Pg Du Pnmb. Une Fois Le Draft De Pg Disponible, Le Prestataire SEmploiera À Proposer Un Plan DAffaire (Pa) Qui Estimera Les Coûts Nécessaires, Les Revenus Attendus Et Les Écarts Financiers Pour Mettre En uvre Le Plan De Gestion Du Pnmb. Les Projets De Pg Et Pa Du Pnmb Feront LObjet DAteliers De Présentation Et Restitution Au Niveau Local, Conviant Des Représentants De LEnsemble Des Villages Du Pnmb Et De Sa Zone Tampon Ainsi Que Les Autorités Locales (Région, Préfectures, Communes Ou Villages). Après Cette Validation Au Niveau Local, Un Atelier De Validation Nationale Sera Organisé À Bangui.
