The Subject Of The Contract Is: 1) Making Photographic Documentation Of The Road Lane (Spherical Photo Report), 2) Mobile Laser Scanning With 3D Points, 3) Preparation Of The Gis 3D Advertisement Database (3D Advertisement Record) .4) (Annex 4 To Swz) And Model Of The Contract (Annex 3 To Swz). 2. The Subject Of The Contract Includes Road Sections In The Ostróda Municipality With A Total Length Of 88 Km, Including: 1) Approx. 42 Km Of Public Municipal Roads; 2) Approx. 38 Km Of Poviat Roads; 3) Approx. 2.5 Km Of Provincial Roads; 4) Approx. 5.5 Km Of National Roads. 3. A Detailed Description Of The Subject Of The Contract Can Be Found In Annex 4 To Swz.4. The Justification Failure To Divide The Order Into Parts: The Contracting Authority Does Not Provide For The Division Of The Order Into Parts, Because Its Size And Value Is Not A Barrier To The Order For The Smes. According To The Contracting Authority, The Subject Of The Contract Is Indivisible. The Division Of The Order Into Parts Could Reduce Competition And Increase Costs (In The Event Of The Possibility Of Submitting Partial Offers, The Contractors Will Be Risked Related To The Need To Cooperate And Agree Solutions With Other Entities Implementing The Subject Of The Contract, Which Will Cause Less Interest In The Proceedings And Translate Into A Higher Price). In Addition, The Subject Of The Contract Was Not Divided Into Parts Due To Its Scope. The Subject Of The Contract Is The Development Of Advertising Inventory In The Ostróda Municipality Along With An Assessment Of Compliance With The Landscape Resolution, Which Cannot Be Divided, Individual Elements Are Inseparably Connected With Each Other In Technical And Organizational Terms. The Implementation Of The Subject Of The Contract By Various Contractors Would Pose A Threat To The Proper Performance Of The Contract. The Contracting Authority, Acting Rationally, By Obtaining The Best Effects From The Expenditure Incurred, May Not Allow The Maximum Possible Fragmentation Of The Order, Due To The Fact That Excessive Fragmentation Of The Contract For Parts May Have Negative Effects On The Contracting Authority.
