Tenders are invited for Contract Qualified Consultants to Carry out an External Review for the Project Powerful Co-Financed by Caritas Austria & ADA. Closing Date: 5 May 2025 Type: Consultancy Themes: Food and Nutrition/Gender/Protection and Human Rights Caritas Austria is planning to award a service contract to a qualified consultant to perform an external review of the project POWERFUL- Protection Of Women in Emergencies & Relief, Food security, Urgent WASH & Livelihood activities, implemented in South Sudan/ Upper Nile State. The project is co-funded by ADA and Caritas Austria. The project is implemented by the local organisation Caritas Malakal under the coordination by Caritas Austria. The main goal of the external review is to assess the projects results, conclusions, and sustainability. Drawing on the OECD DAC criteria, the external review will emphasize learning, especially around key aspects such as gender and protection mainstreaming, food security, WASH, livelihoods, psychological and social assistance and other notable features of the project. Caritas Austria and its partner seek to gain insights into the effectiveness of the interventions, understand their broader impact, and identify lessons that can inform future initiatives. The external review will also consider the service delivery modalities to evaluate their effectiveness and appropriateness in meeting the needs of the target population. The goal is not only to reflect on what has been achieved but also to provide valuable learning for improving collaboration, service delivery, and program development moving forward. This final external review will use five of the six (Coherence is excluded) of the standard OECD DAC evaluation criteria1 the external reviewer has to analyse the following points: a) The extent to which the project has achieved its objectives and results. b) The extent to which the project had a positive effect on the programme participants future prospects as well as on the organisations capacities to further foster positive changes for internally displaced people and host communities. Design and Approach This external review shall follow a non-experimental design, with a focus on the change that has occurred for those affected by the project. It will follow ADA and OECD/DAC quality standards for the external review. The human rights based approach (HRBA), ADCs cross-cutting issues, should be incorporated in the external review design, approach and methods. It is expected that the external reviewer will sign together with the external review contract the UNEGs pledge of ethical conduct in evaluations (annex is included to the Terms of Reference).
