Tenders are invited for Hiring a Consultant to Assess the Socio-Economic and Environmental Impacts of Mining Activities on Local Communities in Rulindo District, Rwanda Location: Kigali Deadline: Thursday, 17/04/2025 23:59 Terms of Reference (ToR)For Hiring a Consultant to assess the Socio-Economic and Environmental Impacts of Mining Activities on Local Communities in Rulindo District, Rwanda Background Rwanda Climate Change and Development Network (RCCDN) is a national network of civil society organizations committed to promoting sustainable development, climate resilience, and environmental governance in Rwanda. RCCDN works to strengthen the voice of civil society in environmental policy processes, build community resilience to climate change, and promote inclusive and sustainable natural resource management. Mining is a significant economic activity in Rwanda, especially in rural areas. Although it contributes to local economic growth, it also presents various socio-economic and environmental challenges. These challenges are often most directly felt by vulnerable groups such as women, youth, and smallholder farmers. As part of its advocacy agenda, RCCDN is committed to promoting socially responsible and environmentally sustainable mining practices. This involves advocating for greater community involvement, as well as improved transparency and accountability within the mining sector. The insights gained from this assessment will support RCCDNs evidence-based advocacy, strengthen stakeholder dialogue, and help shape policies and practices that foster more equitable and environmentally conscious mining governance in Rwanda. To achieve this, RCCDN intends to engage a qualified consultant to assess the socio-economic and environmental impacts of mining activities on communities living around major mining sites in Rulindo District. Understanding of the Assignment The consultant should have a deep understanding of the socio-economic and environmental impacts of mining operations, particularly in rural and vulnerable communities. The role requires an awareness of local dynamics, expertise in community engagement, and experience in conducting research that influences policy. Additionally, a clear understanding of RCCDNs advocacy agenda is essential, as the findings will play a key role in shaping policy discussions and recommendations aimed at fostering responsible and sustainable mining practices. Objectives of the Assignment The primary objective of this consultant is to assess the adverse socio-economic and environmental effects of mining activities on the livelihoods, health, environment, and social dynamics of local communities in Rulindo District, with a specific focus on Rukozo and Ntarabana sectors. Specific objectives include: Assess the socio-economic benefits and challenges posed by mining to local communities Assess the environmental impacts of mining activities Provide actionable recommendations for inclusive, sustainable, and environmentally friendly mining practices. Scope of Work The consultant will be expected to: Conduct a desk review of relevant literature, policies, and regulatory frameworks related to mining in Rwanda. Undertake fieldwork in selected mining sites in Rulindo District, in Ntarabana and Rukozo sectors. Analyze both qualitative and quantitative data on socio-economic and environmental dimensions. Produce a comprehensive assessment report with policy and practice recommendations. Deliverables Inception Report detailing the methodology, work plan, and data collection tools. Draft Assessment Report for feedback. Final Report incorporating feedback and recommendations. PowerPoint Presentation of findings. Duration and Timeline The consultancy is expected to take place over a period of 30 days. Required Qualifications and Experience Masters degree in Environmental Studies, Social Sciences, Development Studies, or related fields. At least 5 years of experience in conducting socio-economic and/or environmental assessments. Demonstrated experience in participatory research methodologies and stakeholder engagement. Strong analytical, report writing, and presentation skills. Familiarity with Rwandas mining sector and community development dynamics. Excellent written and spoken English and Kinyarwanda. Submission Deadline Interested candidates are invited to submit their application document, in one document not exceeding 30 pages to RCCDN, using this email: [email protected], by 17th April 2025. The proposal will be evaluated and only the successful bidders will be notified. Evaluation Criteria The consultant will be selected based on a combination of technical and financial criteria. The evaluation, will focus on the clarity and relevance of the proposed methodology, the consultants understanding of the socio-economic and environmental impacts of mining, the quality of the work plan, and the consultants experience and qualifications. The appropriateness of data collection methods and the professionalism of previous work will also be considered. The financial proposal will assess the cost-effectiveness of the proposal, alignment with the assignments scope and timeline, and the detailed breakdown of costs.
