VAT and expenses) Location: Remote with field engagement Languages: English & Arabic required The Opportunity The Kvinna till Kvinna Foundation, in partnership with Dawlaty, invites qualified consultants or consultancy teams to conduct the final evaluation of the EU-funded programme Women as Agents of Change in Syria (20242025). This two-year programme supports Syrian womens rights organisations and grassroots groups to strengthen their capacity, amplify womens voices, and enhance participation in political and economic life. We are looking for a skilled evaluator (or team) with a strong feminist and rights-based approach to assess the programmes achievements, identify lessons learned, and provide actionable recommendations for future programming. Empowering women with skills for political participation and economic resilience. Supporting women-led grassroots groups in rights-based campaigning and community engagement. Your Role The evaluation will assess the programmes relevance, effectiveness, efficiency, impact, and sustainability, guided by OECD/DAC criteria. Youll also collect qualitative stories of change using the Most Significant Change (MSC) methodology. Key deliverables include: Inception Report (Aug 2025) Draft Evaluation Report (Dec 1, 2025) Validation Workshop (Dec 10, 2025) Final Report (Dec 23, 2025) The assignment is expected to take approximately 40 working days, starting in June 2025. Who Were Looking For You (or your team) bring: Proven experience evaluating international development and civil society programmes. Familiarity with Most Significant Change methodology and participatory approaches. Strong background in gender equality, feminist theory, and rights-based evaluation. In-depth knowledge of the Syrian context and broader MENA region. Proficiency in English and Arabic (spoken). A masters degree (or equivalent experience) in social sciences or related fields.
