Expression of Interest are invited for Individual Consultant (National) (Time-Based) Title Of Service: INDIVIDUAL CONSULTANT SERVICE AS SENIOR ENVIRONMENTAL CONSULTANT (NATIONAL) Brief Description of Assignment: The broad scope of consulting services(the services) includes, but not limited to the following in the project: i. Overall coordination and supervision of project implementation from environmental aspect. Review and endorsement of Environment portion of the Environmental and Social (ES) screening/ assessments/instruments/documents. ii. Support and supervision of ESMP and other applicable plan implementation. iii. Lead the environmental and occupational health and safety related activities of the project, iv. Oversee the environmental monitoring activities. v. Ensure the regular and timely update of the environmental issues, points and reports in the ICT monitoring systems. vi. Overall monitoring and reporting, including submission of regular environmental monitoring and implementation progress reports. vii. Carry out regular field visits to assess the quality and adequacy of screening and also supervision of environmental related activities. viii. Management of contractual obligation on environmental safeguards. ix. Training provision, provide guidance to environmental safeguard team/personals under design and supervision firm. x. Technical advice to Project Director (PD). xi. Coordination with environmental Consultants of different entities (e.g., supervision consultants, contractors) and relevant stakeholder including UN organizations as applicable. xii. Any other tasks assigned by the PD. Experience, Resources and Delivery Capacity Required: The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are: B.Sc./Masters in Environmental Engineering, Forestry/ Wildlife, or Environment Science or equivalent relevant degree is desirable; minimum Bachelors in the above-mentioned subject is a must. At least 10 years of minimum experience as Civil/Environment Engineer, Environmental Scientist, Forestry/ Wildlife expert, Environmental Planner or related field, and at least 5 years of experience as Environmental Consultant in conducting environmental assessments of road, water, wastewater or other infrastructure sector of similar nature and complexity. Experience must include at least one World Bank/ADB or other development partner funded project. Expertise in the project area is preferred. Prior experience preparing Environmental and Social Management Frameworks (ESMFs). Environmental and Social Impact Assessments (ESIAs), and Environmental and Social Management Plans (ESMPs) or in accordance with World Bank Safeguard Policy requirements is a plus. Competence in writing memorandum of understanding, guidelines, manual, etc. in water supply field; Fluency in verbal and written communication skills in both Bangla and English.
