Integrated Eco-tourism and Sustainable Agri-based Livelihood Development Project in Meghalaya - MAL/CS/01 Project Management and Design Consultant Deadline of Submitting EOI: 09-May-2025 11:59 PM Manila local time Estimated Commencement Date: 16-Aug-2025 Estimated Commencement Date: 794,107 USD Engagement Period: 72 MONTH Other information: Planning, Investment Promotion and Sustainable Development Department, Government of Meghalaya, through Government of India, has applied for financing from the Asian Development Bank in the form of a Loan towards the cost of Integrated Eco-tourism and Sustainable Agri-based Livelihood Development Project in Meghalaya. The project objectives are to promote eco-tourism as a catalyst for economic development while ensuring environmental sustainability and climate resilience. The project integrates tourism development with sustainable agriculture, leveraging Meghalayas abundant natural and cultural resources. The Project will include (i) Development of nature-based tourism infrastructure and services (ii) Enhancement of high- value climate-smart agriculture value chains (iii) Strengthening of community capacities and governance and (iv) Improvement of sustainable financing mechanisms of the state. Meghalayan Age Limited (MAL) with two Project implementation units (i) Directorate of Tourism (DoT) and (ii) Meghalaya Basin Management Agency (MBMA) will be the implementing agency for the loan project. MAL, DoT and MBMA will be assisted by the Project Management and Design Consultant (PMDC) in project management, design of subprojects, providing required technical support in implementation of identified subprojects with 184 National key person-months input. Meghalayan Age Limited intends to apply a portion of the proceeds of this Loan to eligible payments under the consultancy services for which this Expression of Interest is issued. MAL now invites Expression of Interest (EOI) for the consultancy service named above from the reputed consulting firms from ADB member countries having prior experience in providing similar services. Shortlisted consultant will be issued Request for Proposal (RFP) document for seeking technical and financial proposals. Consultant will finally be selected using Quality Cost Based Selection (QCBS 90:10) method using Full Technical Proposal. The executing agency will apply (i) Technical competence (ii) Geographical competence and (iii) Management competence criteria in evaluating eligible EOIs for short listing. Technical competence will include (i) Experience in Management of Similar Projects (ii) Experience in Design and Implementation of Nature-based tourism infrastructure Projects (iii) Experience in Design and Implementation of projects on water-efficient irrigation system (iv) Experience in Design and Implementation of projects on sustainable forest management practices and climate smart and sustainable farming practices (v) Experience in capacity building of local communities in the economic activities and livelihoods improved programs and (vi) Experience in Externally Funded Projects Tender Link : selfservice.adb.org
