Request for proposals for Provision of External Audit Services for the Financial Years 2025-2027 for Siteki Town Council The request for Proposals document can be purchased for a non-refundable fee of E800.00 payable at Council offices or alternatively you can purchase a soft copy of the tender document and call the Finance department for banking details. The Proposal must be deposited in the RFP Box situated at the Siteki Town Council, Plot 93 & 94 Jacaranda Road, Siteki at the latest by 12.00 noon (Swaziland time) on 5th MAY 2025. Late RFPs, as well as RFPs received by telegram, facsimile, email or similar medium will not be considered. RFPs received in time by the latest date and time for submission will be opened at Councils Offices at 12.00 noon on the 5th MAY 2025. Tenderer may attend the opening procedure. Requests for clarifications, which must be in writing, should be addressed, via email, to [email protected]. Council will strive to promptly respond in writing via e-mail to any requests for clarification up until Close of Business on 22nd April 2025. Written copies of Councils response (including an explanation of the query but without identifying the source of inquiry) will be sent to all prospective Bidders. For administrative and technical enquiries, please contact Mr Muzi Mkhonta by sending your request for clarification at [email protected] SCOPE OF WORK The firm shall audit Council in their preparation and presentation of the financial statements accordance with Swaziland and International Financial Reporting and in the manner required by Section 102 (3) of Urban Government Act, 1969 and Section 93 of the Urban Government Financial Regulations 1969. The audit firm is expected to perform the following responsibilities:- a. Express opinion on financial statements in accordance with international Standards of Auditing; b. Assess risk of material misstatement of the financial statements; c. Evaluating the appropriateness of accounting policies used and the reasonable of accounting estimates made by the Council; d. Evaluation of overall presentation of financial statements; e. Obtain all information, explanations and facilities as he may have required to be given to enable him to perform duties of auditor. 2. FORM OF COMPLETED WORK a. The Audited Financial statements shall be four (4) hard copies and a Soft Copy. b. Draft financial statements to be reviewed by management. c. Draft financial statements shall be presented to Finance Committee. d. The audit report and financial statement shall be presented to the Council. 3. COUNCIL ASSISTANCE IN PROVIDING BACKGROUND INFORMATION The audit firm is expected to make reference to: - The Urban Government Act of 1969, - The Rating Act No.4 1995, - Urban Financial Regulation 1969, - Siteki Town Council Financial policies and procedures manuals 4. INFORMATION REQUIRED FROM TENDERER The Council will require the Tenderer to submit the following information with respect to Auditing Firm. i) Relevant Experience Firms are to furnish Council with examples of similar auditing work undertaken. The firm shall also state in its work program plan the estimated time to complete the audit. Tenderer shall also provide details of the contact name, address and telephone numbers of at least two recent (i.e. three years and less) clients who can be contacted in order to obtain a reference. ii) Ownership of consultant and Staff Ownership of the firms shall need to be stated by Tenderer by way of producing relevant documents Certificate of Incorporation. Tenderer shall list all individuals that will be involved on the assignment and describe, in brief, their professional and/or academic background as well as their experience in executing similar projects. iii) Receipt as proof of RFP purchase Tenderer are requested to provide the Siteki receipt as proof of purchase of the RFP document / terms of reference. iv) Proof as registered auditors in Swaziland Tenderer are requested to provide the copy of registered certificate with Swaziland Institute of Accountants.
