Tenders are invited for External Consultant to Evaluation of the Project from September 2022 to August 2025. Project: Community empowement for better basic services and improved livelihood in the urban poor settlements in Phnom Penh in Cambodia UPWD is seeking external consultant(s) to : Evaluate the UPWD Project on Womens empowerment for better housing rights and livelihood restoration after Covid19 of the urban poor community in Cambodia. The main purpose of the evaluation is to assess the achievement/impact of UPWDs three years project from 2022 to 2025. The evaluation should follow a collaborative and participatory approach that results in an analysis of strategy and project documents, literature review, and quantitative and qualitative assessment based on the agreed methodology with UPWD. The processes include desk research, focus group discussions, and key informant interviews with representatives sample.
