Tenders are invited for Data Collection - Somalia. Services of a Data Collection Organisation to Conduct a Quantitative Perception Survey in 11 Districts across Somalia and Somaliland to Understand Perceptions, Priorities and Opinions of People Somalia. The Study will Cover Questions Related to Access to Humanitarian Assistance, the Relevance and Quality of Support Provided, Interactions with Humanitarian Aid Providers, Mutual Aid, Community Organising and Support Structures, and Coping Strategies. The Aim will be to Identify Pathways and Barriers to Resilience in Order to Better Understand How Funders and Implementers can Support More Effective Aid and Services. Closing Date: 27 Apr 2025 Objective: The proposed survey has two main objectives: Understand the perceptions of community members, especially people belonging to marginalised groups, including minorities, and uncover their priorities when it comes to issues that affect them, including humanitarian support, protection concerns, and resilience building efforts. Understand diverse mechanisms of exclusion and the barriers people face in claiming their rights, as well as opportunities for inclusion, including how this plays a role in reducing the protection risks people face. Understand peoples coping strategies and capacities, including the actors they turn to for support or with issues, and what support would build on these existing capacities and structures most effectively. The consultancy Scope of work GTS seeks the services of a data collection organisation to conduct perception surveys exploring the topics above (barriers and enablers of accountable aid, mutual aid and community coping, wellbeing and resilience). The perception survey will be designed by Ground Truth Solutions following a co-design phase with community members and humanitarian actors. The coding and design of the survey will be done by GTS, with contextual input by the selected data collection partner. The findings from the surveys will be used to generate insights and recommendations to humanitarian actors and funders to better design programmes that align with local community priorities and resilience. It also aims at empowering local communities, civil society organisations, activists, and researchers by involving them in the research process, providing them with tools for advocacy, and ensuring that their voices are heard in the humanitarian decision-making process. For our work in Somalia/Somaliland, the collaboration with the selected data collection partner(s) will include a research scoping and design phase and a data collection phase. Submission of translated open-ended questions. A short report after the data collection covering the number of successfully and unsuccessfully completed interviews, adherence to agreed survey and sampling strategy, and any relevant observations and issues. Completion of enumerator survey. Timeline Data collection must be completed by July 2025, and all deliverables submitted by end of August 2025. A detailed work plan will be agreed upon at the beginning of the consultancy. How to express your interest Relevant experience & skills Essential: Proven experience with conducting large-scale representative quantitative surveys Staff members with proven experience and strong background in survey and sample design and quantitative methodology Preferred: Proven quantitative data analysis skills Excellent communication and reporting skills Experience working with civil society organisations and humanitarian actors Experience with research in the field of social sciences, international development, humanitarian action, or any other related area of study/equivalent experience.
