Tenders are invited for Service Contract Relating to a Framework Agreement for Health, Vehicle and Multi-Risk Office Insurance Services. All prices mentioned in the offer form must be quoted in euros or CFA francs. The exchange rate between the euro and the CFA franc is: 1 euro = 655.957 CFA francs. This contract is a price schedule contract, meaning that only the unit price is fixed. The price to be paid will be obtained by applying the unit prices mentioned in the inventory to the quantities actually executed. Tenders must be in the possession of the contracting authority before 10:00 a.m. on April 23, 2025. Any bidder applying for the contract must have achieved an average annual turnover certified by the tax authorities of 400,000 over the last three completed financial years (2021, 2022, and 2023); A bidder may, where applicable and for a specific contract, rely on the capacities of other entities, regardless of the legal nature of the ties between itself and these entities. The following rules then apply: If an economic operator wishes to use the capacities of other entities, it must provide the contracting authority with proof that it has the necessary resources, in particular by providing the commitment of these entities to this effect. The contracting authority will verify whether the entities whose capacities the economic operator intends to use do not fall under the exclusion rules. Where an economic operator relies on the capacities of other entities with regard to criteria related to economic and financial capacity, the contracting authority may require that the economic operator and these entities in question be jointly and severally liable for the performance of the contract. The contracting authority may require that certain essential tasks be carried out directly by the tenderer itself or, if the tender is submitted by a group of economic operators, by a participant in said group.
