Tenders are invited for Level Two Skill Upgrade Training for 15 Tailoring Trainees. Closing Date: 31 Mar 2025 Introduction. Islamic Relief Worldwide (IRW) is an international humanitarian organization that provides development programs and humanitarian relief around the globe, regardless of race, political affiliation, gender, or beliefs. Islamic Relief Somaliland (IRS) has been operating in Somaliland since 2010 and has responded to conflict and drought-affected people through the provision of life-saving assistance. Through our projects, IR has continuously provided safe drinking water, improved hygienic sanitation facilities, increased hygiene awareness, particularly to ones living in IDP camps; empowered the urban poor and distressed working children, engaged in conflict management and mitigation, and strengthened of community cohesiveness and co-existence in areas work. Islamic Relief Somaliland (IRS) has been actively supporting Technical and Vocational Education and Training (TVET) programs to enhance the skills and economic opportunities for vulnerable youth and women. As part of the Strengthening Community Resilience and Economic Empowerment Program (SHEEP), the IRS has provided basic tailoring training to a cohort of beneficiaries in Borama district, Awdal region, Somaliland. Following the successful completion of the first phase of training, IRS intends to conduct second-level training to further develop the technical skills of tailoring trainees, equipping them with advanced tailoring techniques, business insight, and entrepreneurship skills to enhance their employability and self-reliance. This project is committed to empowering individuals through practical vocational training. This initiative aims to enhance the skills and employability of trainees, enabling them to secure sustainable livelihoods and contribute to economic development. As part of this commitment, 15 TVET trainees who have already completed an 8-month tailoring course require a specialized upgrading course, to enhance their skills. The service provider will deliver vocational skills training in Second level/Advanced Tailoring, to 15 young women and girls for five months. These participants have already completed an eight-month vocational training course in tailoring under the Strengthening Community Resilience and Economic Empowerment Program (SHEEP) project. The objective is to enhance their skills and employability in the field of Advanced Tailoring. Training Overview This ToR outlines the scope of work for a five-month upgrading training program in tailoring. The goal is to build upon the existing skills of 15 trainees, equipping them with advanced techniques and knowledge relevant to the evolving needs of the garment industry and self-employment opportunities. This training aligns with the Somaliland TVET Policy objectives, particularly those related to: Improving the credibility of TVET programs and qualifications (Section 2.3 of the TVET policy document). Improving the employability of TVET graduates (Section 2.4). Serving all target beneficiaries of TVET (Section 2.5). Alignment with the Somaliland Qualifications Framework (Policy Objective) Training Objectives Upon completion of the five-month upgrading training, the trainees will be able to: Master advanced pattern-making techniques for diverse garments. Proficiently use specialized tailoring equipment. Effectively cut, sew, and finish a range of complex garments to industry standards. Understand and implement quality control measures in garment construction. Develop basic business skills to support self-employment in tailoring. Produce marketable products, including clothing design and tailoring, and be able to estimate the costs involved. Practice and adhere to safety standards during the tailoring process. Note: Applicants are requested not to include skill test costs. Scope of Work The primary activities to be conducted are skill development training for the above-mentioned skill. The training provider is expected to provide a quality training hall during the period of the Training. The training provider will provide on the job trainings to the selected girls and women as per agreed timeline. The training provider will provide certificates to the beneficiaries after successful completion of the training. The design of the certificate will be finalized with the mutual agreement with Islamic Relief Somaliland. The training provider will regularly update as per required by IRS. The training provider should provide training completion reports as per the template provided by IRS (including Photos). Target Trainees 15 trainees who have completed an 8-month basic tailoring course. Trainees with a demonstrated interest in advancing their tailoring skills. Training Duration Five months Training Content and Skills to be Covered The training program will consist of practical sessions and theoretical teaching covering the following areas: Advanced Pattern Making: Drafting patterns for complex garments (e.g., tailored jackets, dresses with linings, traditional clothing, and other garment designs relevant to the local market). Pattern alteration and adaptation. Understanding and applying different grading techniques. Advanced Garment Construction: Techniques for sewing different fabric types and weights. Advanced sewing techniques: setting sleeves, attaching collars, inserting zippers, creating buttonholes. Techniques for lining and finishing garments. Proper handling of delicate fabrics. Specialized Equipment Operation: Proficient use of industrial sewing machines (e.g. Juki machines), overlock machines, buttonhole machines, etc. Safe maintenance and minor repair of all sewing equipment. Design and Creativity Understanding the principles of design. How to put different colors together to make good-looking finished products. How to adapt designs to the changing market needs. Sketching and translating ideas into reality. Quality Control and Finishing: Quality checking and proper measurements. Correct garment finishing techniques such as hemming, pressing, and ironing. Business Skills for Tailoring: Basic costing and pricing methods. Marketing and sales techniques for tailoring services/products. Customer service and client management. Record keeping Basic business planning for start-ups. Health and Safety: Safe use of equipment Maintaining a clean and safe work environment. Soft Skills: Teamwork Time-management Communication skills Training Methodology Practical Training: Hands-on learning, with trainees actively involved Theory Sessions: Lectures, discussions, and presentations covering relevant knowledge and concepts. Demonstrations: Trainer-led demonstrations of techniques. Individual and Group Work: Combining individual practice and teamwork. Visits to local tailors or garment workshops to observe good practice. Entrepreneurship support to develop self-employment skills Assessment: Both formative assessments throughout the training and a final summative practical assessment. Use of Standard Template Curricula as suggested by the TVET policy, section 4.2. Qualifications and experience of the Training Provider The Interested private sector training providers are requested to read this term of reference (TOR) carefully and submit the sealed Quotation with a clear Capacity statement not limited to the following outline or the scope: Brief description of organization profile with Interest, motivation, and rationale for implementing this assignment. Extensive experience in the tailoring field, with a strong background in both practical garment construction and pattern making. A relevant professional qualification in tailoring. Proven experience in teaching/training in tailoring, using modern competency-based methods. Certification or license as a trainer as suggested in the Somaliland TVET policy. (Policy Objective 5). Excellent communication and facilitation skills. Understanding of the National Qualification Framework (NQF). Familiarity with the local garment industry. Monitoring and evaluation plan/framework (How the Training Partner is going to monitor the Project/Training activities) Training Materials and Equipment The training provider will be required to provide: Training space and equipment for a maximum of 15 trainees. All required consumables (fabrics, threads, linings, zippers, buttons, etc.) for all practical exercises. Access to industrial sewing machines, overlock machines, and other necessary equipment. Teaching and learning materials. Access to pattern-making tools and materials. Monitoring and Evaluation Regular monitoring of trainee progress. Trainee feedback on the training process. Final assessment of trainee performance. Reporting on key milestones and outcomes. Tracer studies (as suggested in the TVET policy) track the employment outcomes of the graduates. Expected Deliverables The following deliverables are expected from the service provider in due process of the assignment: Detailed training plan and curriculum. Deliver skill training to 15 women and girls in the second level of tailoring, with minimum 400 credit hours in line with Somaliland TVET curriculum. Training delivery for 15 trainees for a duration of five months. Regular progress reports during the course and a final report at the end of the training Trainee assessment reports, progress and final outcomes. A detailed record of all practical work undertaken. A portfolio of each trainees finished products. Trainees will be registered and monitored using by Islamic Relief Electronic Beneficiary Management System (EBMS), which will collect the attendance of the trainee every morning for trainee accountability, record, and payment purposes as one of the payment terms is to register the trainee through EBMS.
