Introduction The Ibdaa Akhdar Project: Innovative and Sustainable Solutions to Improve Agricultural Productivity in Mauritania is co-financed at the CIDEAL Foundation by the Spanish Agency for International Development Cooperation (AECID). Its overall objective is to contribute to the improvement of food security and income generation for agricultural producers in Mauritania, by providing innovative solutions applied to improve agricultural productivity in Brakna and Trarza. About the CIDEAL Foundation The CIDEAL Foundation has a dual mission: on the one hand, to implement development projects in the countries of the South, and on the other hand, to act as a research centre specialising in the field of development cooperation. These two streams of activity complement each other, providing valuable feedback. Since its foundation in 1983, CIDEAL has carried out more than 400 development cooperation projects in more than 25 countries in Africa, Latin America, the Caribbean and Asia. In addition, CIDEAL has conducted multiple specialized researches, coordinated and delivered postgraduate and masters courses at numerous universities, and published more than 120 specialized books and reports through its own publishing house. The CIDEAL Foundation has been present in Mauritania since 2008, carrying out development cooperation actions in various fields. Objectives of technical assistance The aim will be to train 30 public and private actors with skills in the agricultural and environmental fields in the application of innovative technological solutions for the improvement of agricultural production. The actors benefiting from the training are key public and private actors in the field of agriculture and agricultural research. The experts will have to: Develop comprehensive training content to improve knowledge and capacity in technological innovation for improved agricultural productivity. Provide training to 30 participants, using appropriate and participatory pedagogical methods, while ensuring continuous monitoring and evaluation of beneficiaries. Methodology The technical assistance will adopt the following two-phase methodology: 1. Design phase: Development of training content Definition of educational objectives: Alignment with identified priorities, with a focus on the introduction and adoption of innovative techniques to improve agricultural productivity. It is a question of integrating sustainable solutions and new technologies adapted to the current local context. Module development: Training modules should be designed in a detailed manner and tailored to the needs of the participants. Each module will include the following: Learning objectives: Define the skills and knowledge to be acquired at the end of the module, in line with the description of the module. Theoretical content: Present the key concepts, theories and essential information related to each topic, taking into account local realities and the needs of the beneficiaries. Practical Content: Include practical exercises, case studies, demonstrations or simulations to allow participants to apply the concepts learned in a real-world context. Pedagogical methodology: Describe the pedagogical approaches used (interactive methods, group work, case studies, group discussions, etc.) to promote participant engagement and ensure active learning. Teaching materials: Provide tailored training materials (PowerPoint presentations, fact sheets, videos, how-to guides) and additional tools to enrich the learning experience. Assessment and follow-up: Define the methods of assessment of prior learning (quizzes, tests, 5-day assessments, with content covering this entire period. This cycle will be replicated with two groups of 15 participants per group. Duration of the training cycle: The training cycle must be developed for a period of 5 days, with content covering this entire period. This cycle will be replicated with two groups of 15 participants per group. 2. Implementation phase: Training Training outsourcing: Module designers, as experts, will be directly responsible for the training of beneficiaries. They will use interactive approaches and adapted pedagogical tools to maximize the impact of learning. NB: The training will be given for a total of 30 people in 2 groups of 15 people. to measure the effectiveness of the module and the progress of participants. Post-training follow-up may also be included to observe the application of the skills acquired in the field. Available The expected deliverables for this assistance are as follows: Detailed work plan, describing the steps and activities planned for the design of the training offer; Detailed program of the training, taking into account the different elements mentioned in the points of the Methodology; Comprehensive reports of the training cycles delivered, including signed attendance lists, evaluations of participants satisfaction with the training and evaluations of the participants knowledge gained from each session, and recommendations. All documents will be validated by a team conformed by the people designated by CIDEAL. Location and duration of technical assistance The theoretical and practical training cycles will take place at the ISET in ROSSO. The technical assistance will last 14 days, i.e. 2 days of preparation, 10 days of training, 2 days of reporting, from the signing of the service contract. Compétences requises Pour la réalisation de ce service la Fondation CIDEAL exige au moins 2 experts(e)s (1 Senior et 1 Junior), dont les qualifications doivent clairement correspondre aux profils indiqués ci-dessous : EXPERT(E) 1 : EXPERT(E) SENIOR Formation Diplôme universitaire de niveau Master ou supérieur (BAC + 5 et plus) en agronomie, sciences agricoles ou similaire comme exigence minimale. Expérience Expertise avérée dans le domaine de lagriculture et de la gestion des ressources naturelles. Expertise senior avec au moins 5 années dexpérience générale en matière de la réalisation de formation dans le domaine de lagriculture et de l´environnement, ainsi que la maitrise des techniques innovantes. Expérience démontrée dans la conduite des formations pour des acteurs institutionnels, la réalisation dévaluations et de diagnostics sectoriels. Connaissance approfondie du contexte local et des enjeux liés à lagriculture, lapproche filière et à lenvironnement dans les régions d´intervention. Capacité à mener des consultations avec une variété de parties prenantes Connaissances Grande capacité danalyse Très bonne capacité de rédaction en français Connaissance du contexte d´intervention. EXPERT (E) 2 : EXPERT(E) JUNIOR Formation Diplôme universitaire de niveau (BAC + 4) de préférence en Nutritionniste, sécurité alimentaire, Technicien agroalimentaire ou similaire comme exigence minimale. Expérience Expertise avérée dans le domaine de la transformation, la conservation des aliments et de la sécurité alimentaire et les normes de qualité. Expertise junior avec au moins 4 années dexpérience générale en matière de la réalisation de formation dans le domaine de la transformation et la conservation des aliments ainsi que des compétences en facilitation. Expérience démontrée dans la réalisation dévaluations et de diagnostics sectoriels. Connaissance approfondie du contexte local et des enjeux liés aux techniques innovantes de transformation et de conservation. Capacité à mener des consultations avec une variété de parties prenantes Connaissances Grande capacité danalyse. Bonne capacité de rédaction, et de synthèse en français. Connaissance du contexte de l´intervention. La Fondation CIDEAL pourra, à tout moment, demander le remplacement dun(e) expert(e) qui savère non conforme aux standards minimums de qualité technique requis par la nature de ce projet. How to apply Dossier de candidature Le dossier de candidature des postulants/es devra comprendre une offre technique et une offre financière. Loffre technique doit comprendre les éléments listés ci-après. a) Une lettre de soumission dûment signée. b) Une synthèse de la compréhension des termes de référence, incluant la méthodologie proposée détaillée. c) Le planning de la réalisation de lassistance. d) Les CV à jour des consultants/es dument signés par ces derniers. e) Les attestations de référence de missions similaires menées. Loffre financière pour la prestation devra comprendre, en Ouguiyas (MRU), en Hors Taxes. A noter que loffre financière doit porter tout éventuelle dépense liée à cette mission (frais de déplacement, hébergement et toutes autres charges liées à la réalisation de cette mission). Méthodologie dévaluation des offres Lévaluation des offres sera faite en fonction dune pondération des critères dévaluation technique et financière. Evaluation de loffre technique (pondération de 80% de la note globale). Un score technique (St) avec un maximum de 100 points est attribué à la proposition technique.
