Expression of Interest for Consulting Firms Services for Supporting the Operationalization of the Central Payment Incidents Database (CIP) and Capacity Building for the Central Bank of Congo (BCC) Project Management Unit for the Support Project for the Development of the Financial Sector and Financial Inclusion in the Drc (Ugp/Padsfi) The services covered by this contract include assisting, guaranteeing, and ensuring the smooth execution of all activities related to the operationalization of the Central Payment Incidents Database (CIP). The objective is to reliably track financial inclusion data and establish a secure environment for transaction integrity, strengthening customer knowledge among payment service providers, and building user confidence in written and electronic payment instruments, including checks, payment cards, promissory notes, and bills of exchange. The specific tasks to be carried out under this contract include: 1. Updating regulatory texts and the existing specifications document before the call for tenders for acquiring the CIP system. 2. Supporting the organization of BCC teams to ensure optimal monitoring of all phases of acquisition and operation of the CIP system. 3. Supporting the acceptance process and setting up an operational CIP platform. 4. Assisting with the launch of the operational phase. 5. Managing project risks. 6. Developing a revised project plan based on the plan provided by the firm implementing the CIP system. 7. Guiding the selection of a CIP solution that meets the technical and operational specifications identified by BCC while ensuring cost-effectiveness and timely implementation to comply with its legal obligations. 8. Providing high-quality training to BCC staff and other stakeholders as necessary for capacity building.
