The Division Of The Subject Of The Order Into Tasks Would Threaten A Significant Increase In Costs And Technical Difficulties Resulting From The Performance Of The Subject Of The Contract By A Larger Number Of Contractors. The Performance Of The Benefit Should Be Performed By One Entity Due To The Need To Ensure The Consistency Of The Performed Studies And Correlations Of Actions Taken In The Planning Process. The Contracting Authority Did Not Divide The Order Into Parts Due To The Fact That Such A Division Would Threaten Excessive Costs Of Performing The Contract (Duplicating The Costs Of The Planning And Administrative Process For Two Or More Studies). Failure To Divide The Order Was Therefore Dictated By Technical And Organizational Reasons And The Nature Of The Subject Of The Contract. Possibly The Division Of The Order Into Parts Would Not Increase Competitiveness In The Small And Medium -Sized Enterprise Sector - The Scope Of The Order Is A Typical Scope That Allows You To Submit An Offer To Contractors From The Group Of Small Or Medium -Sized Enterprises. Pursuant To The Content Of The Motif 78 Of The Directive, The Contracting Authority Should Be Obliged To Consider The Desirability Of Dividing Orders Into Parts, While Maintaining The Freedom Of Autonomous Decision Making On Every Basis It Considers Appropriate, Not Subject To Administrative Or Court Supervision. 1.
