Expression of Interest for Lao Pdr: Advisory Services to Strengthen Power System Analysis to Facilitate Regional Power Trade The Lao Power Sector Sustainable Development Programmatic Advisory Services and Analytics (Pasa) Originally has Four Pillars to Help Lao Pdr Identify Systemic Issues in the Energy Sector, Develop and Implement its Strategy on How to Achieve a Financially Sustainable Energy Sector, as below: Pillar 1 - Domestic Electricity Demand Growth and Supply Security; Pillar 2 - Assessment of Power Export Facilitation Strategy; Pillar 3 - Regulatory Reform and Path to Cost Reflective Tariff; And Pillar 4 - Edl Corporate Governance and Financial Management. Under the Pasa, the Domestic Electricity Demand Growth, Supply Security and Export Facilitation Study (Pillar 1 and 2) was Initiated on January 10, 2024, and the Contract was Completed on January 26, 2025. The Proposed Consultancy Aims to Complement the Work Already Completed under These Two Pillars by Extending New Scope of Work following New Development Emerging from Recent Power Trade Negotiations Which are Critical to Both Pillars 1 and 2. The Original Objective of the Pillars were as Follows: · the Specific Objective of Pillar 1 is to Advise Edl and Mem on Anticipating the Power Demand Growth Based on Identified Economic Growth Projections and Committed Power Exports, as Well as Potential Opportunities to Stimulate Domestic Demand through New Technologies and Business Opportunities including, but not Limited to, E-Mobility, High-Speed Railway Demand Increase, Green Hydrogen Production, and Addressing the Seasonality of Supply through Energy Storage System Such as Pumped Storage and Battery Energy Storage System (Bess) to Ensure Adequate Grid Capacity and Stability of Power Supply. Opportunities for Private Sector Participation will Also be Explored to Facilitate the Implementation of Such Innovation in the Country. · Pillar 2 will Provide Advice on Institutional, Technical and Commercial Requirements to Facilitate Energy Trade with Regional Partners, including through the Lao Pdr-Vietnam Energy Corridor and Lao Pdr-Thai-Malaysia-Singapore (Ltms) Power Integration Project.
