Tenders are invited for Recruitment of the Final Evaluation of the Project. Closing Date: 15 Mar 2025 Type: Consultancy INTRODUCTION The project under evaluation was implemented by the Jóvenes y Desarrollo Foundation (hereafter JyD) and the local partners in Haiti: the Rinaldi Foundation and the Salesians of Haiti. The Jóvenes y Desarrollo Foundation (hereinafter JYD) is a Salesian non-governmental non-profit organization, committed to the field of education and development of the most vulnerable populations throughout the world. Its action is focused on the promotion and development of children and young people, giving effect to their right to education, with particular attention to technical training. The Rinaldi Foundation (hereafter EN) is the Planning and Development Office of the Salesians of Don Bosco in Haiti. The Salesians of Don Bosco have been present in Haiti since 1936 and since then have been offering education, vocational training, programs and institutional care to children and young people. The local partner has been active in Haiti for more than 70 years. The purpose is the final evaluation of the Convention Promoting inclusive and quality technical secondary education that fosters professional integration and the exercise of global citizenship (Haiti), with the file number 2021/PRYC/000673. The project began on April 20, 2022 and will end on April 19, 2025. The proposal presented here aims to promote technical and civic education in Haitis public education system, and more specifically the improvement of the quality of secondary education, with an emphasis on technical and civic education, and by developing the skills of young people for their socio-professional integration; Within the framework of this project, JYD, in collaboration with the local partner, has made considerable efforts to monitor its development. However, internally, organizations do not have an evaluation unit, so it is important to conduct a participatory final evaluation with an external evaluator. The final evaluation of the project is motivated by the interest of reflecting on the most relevant aspects of the intervention, and of engaging in learning processes to draw useful conclusions to improve the methodology of future interventions and the effectiveness of aid, while generating reflections and dynamics of change in the different processes to be undertaken. The overall objectives of the evaluation are to verify the quality of the intervention, assess the degree to which the results have been achieved, make recommendations for improvement and generate learnings to contribute to future actions. Specifically, these are: Evaluate the design and delivery of the intervention. Consistency between activities, expected results and the achievement of objectives. Assess whether the expected results have been achieved with the activities carried out, analyzing the reasons for the results not achieved and promoting proposals for improvement for future interventions. Propose monitoring and evaluation systems for interventions that are similar in terms of effectiveness and efficiency. Identify good practices during the implementation of the project. Draw conclusions and recommendations to improve the quality of future interventions. With regard to the usefulness of this evaluation, it is expected that recommendations will be made on the key elements of implementation, which will be used by the managing entities and their local partners: Use the findings and recommendations of the evaluation to improve the formulation, implementation and monitoring of future cooperation projects. Improving educational interventions and support for the professional integration of students in educational centres BACKGROUND As mentioned earlier, the project that is the subject of the final evaluation is entitled: Promoting inclusive and quality technical secondary education that promotes professional integration and the exercise of global citizenship in Haiti. The implementation of the project was approved to start on 20 April 2022, with an initial duration of two years, until 19 April 2024. However, a one-year extension has been communicated to the Spanish Agency for International Development Cooperation (AECID), thus extending the implementation period until 19 April 2025. The total budget of the project amounts to 544,001, of which 519,500 comes from the contribution of the AECID. This project, subsidized by AECID, plays a significant role in the education sector in Haiti and contributes to guaranteeing the right to education. Its impact is reflected in the following results: Result 1: Increase in educational provision through the establishment of a technological specialization. Result 2: Improved quality of secondary education through the adoption of the competency-based approach methodology and the integration of education for development and citizenship. Result 3: Strengthened management and organisation of schools, including the competency-based approach. Result 4: Promoting the employability of young people, especially girls. The project was rolled out in four high schools in Port-au-Prince: The Lycée National de Pétion Ville, a public educational institution; The Dominique Savio School in Pétion Ville, administered by the Salesians; The Marie Dominique Mazzarello School, in Pétion Ville, administered by the Daughters of Mary Help of Christians; The Institution of Saint Rose of Lima, administered by the Sisters of Saint Joseph of Cluny. The beneficiaries are: Rights holders: young people, with a total of 1,112 secondary school students (758 girls and 354 boys) in the pre-selected schools, as well as future students in the final classes. Responsibility holders: actors in the education system (431 women and 262 men), including educational institutions, teaching staff, management and support teams, as well as families and civil society. Bondholders: officials of the Ministry of National Education and Vocational Training (MENFP). In accordance with the planning matrix, the project aims to promote inclusive and quality technical secondary education, thereby facilitating professional integration and the exercise of global citizenship in Haiti. Objectif général : Garantir un enseignement secondaire de qualité favorisant linsertion professionnelle en Haïti. Objectif spécifique : Contribuer à lamélioration de la qualité de lenseignement secondaire en promouvant un apprentissage pertinent et efficace. Les quatre résultats attendus sont les suivants : Augmenter loffre éducative par lintroduction dune spécialité technologique. Améliorer la qualité de lenseignement grâce à la méthodologie de lapproche par compétences et à léducation au développement et à la citoyenneté. Renforcer lorganisation et la gestion des établissements scolaires en intégrant lapproche par compétences. Favoriser lemployabilité des jeunes, en mettant un accent particulier sur les filles. ACTEURS IMPLIQUÉS Les différents acteurs impliqués dans le projet faisant lobjet de lévaluation sont les suivants : Fondation JyD en tant quentité gestionnaire et co-financeuse de lintervention, avec léquipe technique sur le terrain, le personnel expatrié et le personnel au siège en Espagne. AECID en tant quentité financière. FR et les Salésiens de Don Bosco (SDB) en tant que partenaires locaux. LUnité de Gestion de lévaluation sera composée du personnel de Jeunes et Développement sur le terrain et au siège, ainsi quun représentant de lentité partenaire local. Elle sera linterlocuteur pour tout ce qui concerne la gestion de lévaluation. Cette unité est responsable de la gestion de lévaluation, de son design, de lélaboration des TdR et de la sélection de léquipe dévaluation ; elle facilitera également laccès à toute information et documentation pertinente pour léquipe dévaluation, ainsi que laccès aux informateurs clés et à tous les acteurs participants à lévaluation, en encourageant leur participation. Le Comité de Suivi de lévaluation sera composé des mêmes acteurs que lunité de gestion, y compris le Bureau de la Coopération Espagnole (OCE) de lAECID dans le pays. Ses fonctions seront : superviser la qualité du processus dévaluation, valider les documents et rapports produits pour les enrichir de leurs contributions, sassurer quils répondent aux besoins dinformation exprimés, diffuser les résultats de lévaluation et promouvoir lapplication effective des recommandations. La Commission de Suivi du projet est constituée du personnel de JyD au siège et du personnel de lAECID à Madrid. Groupe cible : Titulaires de Droits : Élèves et enseignants ayant participé aux différentes activités de la Convention. Titulaires de Responsabilités : Directeurs et communauté éducative des Lycées, communauté éducative ayant participé aux activités du projet, formateurs ayant participé aux activités de formation sur lApproche par Compétences de lENTEC-École Normale Technique.
