Tenders are invited for Consultant to Guidelines on Integration Child Protection Activities/Programs into Sub-National Administrations Development Plan and Three-Year-Rolling Plan ROLE AND RESPONSIBILITIES The consultant shall be responsible for: Conducting desks review of existing relevant policies, guidelines, regulation and other legal frameworks, including the 20 provincial CP action plans, and other ongoing MOl efforts that will be anticipated to complement and support the implementation of the Guidelines. Conduct key informant interviews with stakeholders at relevant government ministries/institutions such as Mol, MEF, MoSVY, MoP and representatives sub-national administrations, etc. Develop the draft Guidelines on Integration Child Protection Activities/Programs into Sub-National Administrations Development Plans and Three-Year-Rolling Plan . Coordinate with Mol to organize a consultation workshop with relevant stakeholders to get input to the draft guidelines. Finalize the draft guidelines based on the inputs provided by stakeholders and then submit it to the General Department of Administration for final review EXPECTED OUTPUTS The consultant shall deliver the following tasks: Provide inception report to the Department of Municipality, District, Commune and Sangkat Administration Affairs of the General Department of Administration of Mol. Submit draft guidelines to the General Department of Administration of Mol. Submit the finalized guidelines with explanatory notes for submission to MOl high level officials for endorsement.
