The bidding document in English may be obtained free of charge by the interested eligible bidders from the website https://moem.govsomaliland.org// or can be obtained upon submission of a written application to the address below. 6. A pre-bid conference shall be conducted physically by the Employer, the Ministry of Energy and Minerals, Hargeisa, Somaliland on April 5, 2025, at 9:30 Am Hargeisa, Local Time No site visits shall be organized by the employer, but bidders are encouraged to make site visits to familiarize themselves with the scope of work envisaged. 7. Bids must be delivered to the address on or before May 5, 2025, 9:30 Am Hargeisa Local Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked ORIGINAL BID, and the inner envelopes marked TECHNICAL PART will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend, at the address below on May 5, 2025, at 10:00 Am Hargeisa Local time. All envelopes marked FINANCIAL PART shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 8.
