Tenders are invited for Recruitment of a Firm to Conduct a Situation Analysis on Access for Adolescents to Reproductive Health and Nutrition Services and Their Related Rights and Development of a Tailored Health Intervention Package for Adolescents in Mauritania. Scope of Work The firms task is to conduct: a. A scoping review of adolescent health and nutrition interventions in Africa, Islamic countries, and Mauritania. The following key questions should be explored in addition to any others raised during initial stakeholder engagement: · What adolescent health interventions have been specifically effective in the areas of nutrition, SRH, mental health and access to healthcare in Africa, Islamic countries, and Mauritania · What cultural, social, and economic factors influence adolescent health in these regions, especially in Mauritania · Are there any gaps in current adolescent health interventions and where might innovative approaches be needed? · What are the common dietary habits and food consumption partners among adolescents? b. A socio-anthropological survey in the 15 regions of the country among stakeholders in the field of adolescent health and nutrition, such as: · Stakeholders involved with adolescents in Mauritania (technical and financial partners and associations/NGOs, Ministry of Health, Ministry of Justice, Ministry of Social Action, Ministry of Youth, Ministry of Islamic Affairs, etc.) · Religious leaders (Imam, Murchidate, etc.) · Teachers in primary and secondary schools · The teachers of the Mahadra · The committees of IMAN and Murchidate in each region · Professional actors (health workers, social workers) · Adolescent boys and girls from towns and villages in Mauritania disaggregated by the physiological and psycho-social needs of adolescents must be included in the Mauritanian studies (this will complement the CSO/youth consultation) · Representatives of health research ethics boards. Qualifications The following are requirements for the firm and key staff engaged: · Be a firm or research center with at least 15 years experience in conducting formative and mixed-methods research in health, including similar desk reviews and surveys. · Demonstrated track record in conducting quantitative and qualitative studies. · Have proven experience in conducting community participatory research and engaging with adolescent populations. · Guarantee the relevant technical capacity and human resources for this study. · Possess sound knowledge of the West African region, specific experience in Mauritania will be considered an asset, · Have a good knowledge of the health sector as well as the health policies of the government in Mauritania. · Demonstrated track record on conducting research on adolescent issues of access to health and nutrition. · Excellent writing and communication skills in English and French, Arab would be a strong asset, In addition, the firm will be required to present the following key personnel: A Medical Epidemiologist, Principal Investigator of Mission with at least ten (10) years of experience in conducting public health studies and must have conducted at least two (02) surveys on subjects during the last five (05) years on sensitive subjects. · At least three medical epidemiologists with at least five (05) years of experience in public health research. · A nutritionist with at least five (05) years of experience in public health research. · An anthropologist, having at least five (05) years of experience in research in sensitive environments. Reporting The firm will report to the World Bank and GFF technical team in Mauritania in charge of preparing this analysis. Duration of the Assignment The duration of the mission will be 12 months, starting in FY25 and ending in FY26 including 30 days for scoping review, 80 days of field and survey work, and 30 days of analysis, 10 days for writing, and submission of reports to the World Bank and GFFs technical team.
