Kerala Sustainable Coastal Protection and Climate Resilience Planning Project --- Geotechnical Survey Firm Objective and Purpose of the Assignment Indias 7,525 km coastline is home to 171 million people and is increasingly vulnerable to coastal erosion, flooding, and climate-induced hazards such as extreme waves, cyclones, and sediment loss. Between 1990 and 2018, one-third of Indias coastline suffered severe erosion, impacting livelihoods, ecosystems, and infrastructure. Keralas coastline is particularly at risk, with 47% of its shores experiencing erosion exceeding 0.5 meters per year (20012021). The region has also endured severe storms and floods, including Cyclone Ockhi (2017), Tauktae (2021), and the devastating 2018 floods, resulting in loss of life, displacement, and economic damage. The Kerala Irrigation Department reports that 118 km of existing seawalls are damaged, and 171 km of coastline requires urgent protection. Human activities such as sand mining, river damming, urbanization, and unplanned coastal structures have further intensified erosion risks. Fisheries play a vital role in Keralas economy and food security, employing 1.1 million people. However, coastal erosion, flooding, and inadequate shoreline management threaten traditional fisheries livelihoods, particularly for women and marginalized groups who face limited access to resources, livelihood opportunities, and decision-making in shoreline management. The Kerala Sustainable Coastal Protection and Climate Resilience Planning Project, supported bymultilateral funding agencies, including ADB, aims to: (i) protect, restore, and sustainably manage Keralas coastal environment for current and future generations (ii) implement long-term, climate-resilient coastal protection measures in high-risk areas. (iii) enhance the resilience of coastal communities, ensuring environmentally and socially appropriate. interventions. (iv) strengthen institutional capacity for effective shoreline management.
