Tenders Are Invited For Review Of The Learning Of Start Alert 798: Humanitarian Response To Support Internally Displaced People In The Commune Of Les Cayes, Haiti Closing Date: 16 Mar 2025 Type: Consultancy 1. Background In Response To The Escalation Of Gang Violence In Port-Au-Prince In Early 2024, Which Resulted In The Displacement Of Thousands Of People, The Alert 798 Start Fund-Funded Humanitarian Project Implemented By Christian Aid (In Collaboration With Koral) Provided Critical Support To 5,555 Internally Displaced Persons (Idps) In Les Cayes, In Haiti. While The Response Provided Significant Assistance (E.G., Cash Transfers, Medical And Hygiene Interventions), Significant Operational Challenges Were Encountered, Including Gaps In Idp Tracking, Targeting Inefficiencies, And Barriers To Mobile Cash Assistance. This Learning Review Aims To Draw Practical Lessons To Improve Future Humanitarian Responses, Both In Haiti And In Similar Crisis Contexts. 2. Objectives The Consultant/Firm Will: 1) Assess Gaps In Coordination, Idp Monitoring, And Inter-Agency Collaboration That Could Support A Rapid And Localized Response As A Start Fund. 2) Assess Socio-Economic Impacts On Host Communities And Propose Equitable And Inclusive Support Methodologies. 3) Analyze Barriers To Cash Assistance (E.G., Lack Of Access To Id Or Mobile Money) And Recommend Solutions Or Alternatives. 4) Examine Barriers To Hygiene Promotion And Strategies For Scalability And Sustainability. 5) Develop Recommendations To Strengthen Preparedness/Anticipation And Resilience To Future Crises. 3. Scope Of Work Methodology - Mixed Methods: Combine Desk Studies, Surveys (150 Idps/50 Host Households), Key Informant Interviews (Local Authorities, Dgpc-South, Ocha-South, Ngos, Idps), Focus Group Discussions, And Case Studies. - Participatory Approach: Involve Idps, Host Communities, Local Authorities, Dgpc-South And The Local Partner (Koral) In Data Collection And Validation Workshops. - Contextual Adaptation: Using Mobile Tools For Remote Data Collection And Local Enumerators To Address Access Challenges. Key Activities 1) Document Review: Analyze Project Reports, Displacement Tracking Matrix (Dtm) Data, And Relevant Literature. 2) Field Data Collection (If Available): - Key Informant Interviews (Kii): Local Authorities, Humanitarian Actors, Koral Staff, Community Representatives And Stakeholders In Coordination Functions. - Focused Focus Group Discussions (Fgds): Internally Displaced Persons, Host Households, And Vulnerable Groups (Women, Children, Undocumented People). - Surveys: 150 Idps And 50 Host Households (Remote/Telephone If Security Restricts Access). - Case Studies: Document Challenges (E.G., Barriers To Money Transfers) And Successes. 3) Participatory Workshops: Validate The Results With Stakeholders. - Organize Workshops With Stakeholders To Refine Research Priorities. - Collect And Analyze Qualitative/Quantitative Data On Implementation Challenges. - Validate Results Through Community Feedback Sessions. - Draft Concrete Recommendations To Improve Coordination, Distribution Of Funds And Building Resilience. 4. Deliverables 1) Inception Report: Detailed Methodology, Work Plan, Risk Mitigation Strategies And Tools (Within One Week Of Contract Signing). 2) Draft Report: Preliminary Findings Validated By Stakeholder Workshops, Lessons Learned And Preliminary Recommendations (By Month 2). 3) Full Final Report (French And English Max 50/30 + Appendices Pages): - Summary, Lessons Learned And Practical Recommendations. - Appendices: Case Studies, Data Collection Tools And Raw (Anonymized) Data. 4) Policy Briefs And Infographics: Visually Appealing Summaries For Policymakers. 5) Presentation: Webinar/Workshop To Disseminate The Results To The Start Fund, Partners And Stakeholders. 5. Timeline The Comprehensive Review Is Expected To Be Completed Within 10 Weeks. - Start Date: March 20, 2025. - Key Steps: Weeks 1 To 2: Initial Report And Submission Of Work Plan. Weeks 3 To 6: Fieldwork, Data Collection And Stakeholder Consultations. Weeks 7 To 8: Data Analysis And Preparation Of The Draft Report. Weeks 9 To 10: Stakeholder Workshop/Webinar And Submission Of The Final Report. 6. Consultant Qualifications - Expertise: Minimum 7 Years In Humanitarian Assessments, Preferably In Displacement Contexts. - Regional Experience: Current Presence And Familiarity With The Socio-Political Dynamics Of Haiti And Fluency In Haitian/French Creole. - Technical Skills: Proficiency In Mixed-Methods Research, Data Analysis Tools (E.G., Kobo Toolbox), And Ethical Data Practices. Security Awareness: Experience Working In High-Risk Environments With Mitigation Strategies. 7. Evaluation Criteria 1) Technical Proposal (50%): Relevance Of The Methodology, Expertise And Innovation. 2) Experience (30%): Proven Experience In Similar Settings. 3) Cost (20%): Cost-Effectiveness And Alignment With Budget. Christian Aid And Koral Reserve The Right To Change These Terms Of Reference In Consultation With The Consultant. 8. Ethical Considerations 1) Adhere To The Core Humanitarian Standard And Ensure Inclusive And Gender-Responsive Participation And Principles Of Decolonization. 2) Comply With Christian Aids Safeguarding Policy And Code Of Conduct.
