Tenders are invited for Preparing a Study on the Legal Implications and Dimensions of Housing, Land, and Property Issues, and Developing Solutions and Recommendations to Address the Needs Arising from This After the October 2023 Fire. National Association for Democracy and Law:- It is a non-governmental, non-profit charitable association established with the aim of promoting the values of democracy and human rights in Palestinian society and developing the local community. The association works to provide legal and psychological support and community awareness. It seeks, within the legal empowerment project to support families affected by the conflict in the southern Gaza Strip, with funding from the Sawasya 3 program funded by the United Nations Development Program (UNDP), to prepare a study on the legal implications and dimensions of housing, land and property issues and to develop treatment and recommendations to meet the resulting needs. Terms of Reference (ToR) Advisory background The unprecedented devastation caused by the 2023-25war in the Gaza Strip has highlighted housing, land and property issues as a key part of early recovery and reconstruction efforts led by the international community. Recent UN estimates suggest that it will take approximately 15 years to clear the more than 40 million tons of rubble resulting from the conflict. International and local assessments and reports have also highlighted the severe impact of the war on womens access to justice, with 99.2% of respondents reporting that their homes were partially or completely damaged, with 170,000 homes completely destroyed and 80,000 severely damaged. In addition, the conflict has left a devastating human toll, with the death toll exceeding 61,709 people, while 59.1% of the victims were women, children and people over 65 years of age, including 17,881 children and 214 infants, leading to an increasing number of single mothers and widows, in addition to more than 17,000 separated or unaccompanied children by February 2024 according to UNICEF, which has further complicated inheritance issues related to destroyed property, requiring specialized legal support.
