Expression of Interest are invited for Technical Assistance for the Education Sector Plan in Comoros The Union of Comoros (Comoros) is conducting preparatory work to develop an Education Sector Plan (ESP). An ESP presents the policies and strategies for national education reform, and are a useful tool for coordinating partners and for mobilizing additional domestic and external resources. They have become a critical instrument for governments to signal to all potential investors that their education policies are credible, sustainable, and worthy of investment. A first step in the development of the ESP is the Education Sector Analysis (ESA). The ESA for Comoros has been completed in December 2024 and based on the findings; the government will be preparing the ESP. The primary objective of this assignment is to provide technical assistance aimed at strengthening the capacity of Ministry of Education officials in developing the ESP for Comoros. The role of the technical assistance is to equip Ministry staff with the necessary methodological tools and skills to develop and formulate their sectoral plan. The technical assistance will focus on providing technical assistance to Ministry officials in how to interpret and utilize the ESA data effectively to inform the development of the ESP. This will ensure that the planning and strategy formulation are based on solid evidence and aligned with the status and needs of the education sector.
