Tenders are invited for Fiji Water and Sanitation Project Kinoya Wastewater Treatment Plant Improvements. Brief Description of Goods and Related Services, Works, or Consulting Services to be Procured: ADB and WAF are currently considering the most appropriate approach to procure the design, build and operation of the proposed Kinoya WWTP improvements, with a Design-Build-Operate contract the current preferred contracting model Works and Services required under this model will include all planning, design, management, equipment supply and install, construction and commissioning required to progress from the current reference design to an operational, upgraded WWTP facility at the current site. Operation of the upgraded facility for a defined period of time following commissioning, including training and development of WAF staff, is expected to be included within the contract. Market Sounding Process A market sounding process will be undertaken to support ADB and WAF to gauge the level of interest and capacity from the supplier market, to consider views on the suitability of the proposed form of delivery model (a Design-Build-Operate (DBO) contract), to receive feedback on the proposed timing and programme of the work and identify risks and opportunities, including available and emerging technologies and systems to achieve the desired outcomes of this project. The market sounding process will consist of: 1. A Request for Information (RFI) process consisting of a RFI document and separate response form, seeking written responses to targeted questions from interested parties 2. An online market briefing hosted by ADB and WAF during the RFI period, to be held at 14:00 (FST) on Wednesday 5th March 2025. The market briefing will provide an opportunity for interested parties to hear directly from ADB and WAF staff the project objectives, current status, and the anticipated approach to market sounding and procurement. Please refer to below link for registration for the online briefing Upgrade Requirements The upgrade to the existing site is to ensure that the plant can treat to meet Fijis Department of Environment (DoE) National Liquid Waste Standards (NLWS) at current dry weather flows. Immediate Kinoya environmental compliance works required to meet national wastewater discharge standards include inlet pump station, headworks, additional primary and secondary treatment capacity, and tertiary treatment to serve an EP of 180,000 with provision for later upgrading to 310,000 EP. Construction and operation of anaerobic digesters, sludge dewatering, biogas generator and turbine are also proposed. Other issues that impact the effective functioning of Kinoya WWTP include: i. the lack of pre-treatment for trade waste before its discharged into the sewerage network, and ii. significant inflow of stormwater and groundwater, which is expected to increase with climate change, into the sewerage network due to illegal connections, as well as groundwater ingress. While policies have been established to address these issues have been approved, no regulations yet exist which set out the relevant penalties and fines for violators. This prevents WAF from imposing fines on violators. Interested Parties will be Given the Option of Participating in Either or Both of the Rfi Process and Online Market Briefing, and will be Provided with Additional Information on the Process and Requirements following Registration. Parties that choose to participate in the RFI process will receive a copy of the RFI documents following registration, with the RFI response period ending 14:00 (Fiji Standard Time) on Friday 14th March 2025. Attendance of the market briefing and/or participation in the RFI process is not mandatory and will not preclude participation in any future procurement process for the Kinoya WWTP improvement project.
