Expression of Interest are invited for Management of training on IT scaling training for women, training on soft skill, tenant training and scaling of IT skill Title Of Service: Training Management Firm Brief Description of Assignment: Management of training on IT scaling training for women, training on soft skill, tenant training and scaling of IT skill for 1920 no. of trainees (PLease see deatil TOR in www.bhtpa.gov.bd and UNDB online website/dgMarket.) Experience, Resources and Delivery Capacity Required: 1. General Experience: The firm/organization/JVCA/consortium of firms and/ organizations must have at least 5 (five) years of experience in training management activities. Lead firm must fulfill this criterion. 2. Specific Experience: The firm/organization/JV/consortium of firms and/ organizations must have the experience: 2.1. IT Scaling Training for Women/relevant training: Experience of conducting women training on IT/ITES/relevant training of at least 240 (two hundred forty) for any one of the JVCA partners (Experience Certificate is required). Cumulative number of 240 trainees for women/relevant training programs is accepted for any one of the JVCA partners. 2.2. Training on soft skill: Experience of conducting soft skill training program of at least 480 (four hundred eighty) personnel for any one of the JVCA partners (Experience Certificate is required). Cumulative number of 480 trainees for soft skill training Programs is accepted for any one of the JVCA partners. 2.3. Tenants Training: Experience of conducting any IT/ITES related training program of at least 385 (three hundred eighty-five) tenants/trainees for any one of the JVCA partners (Experience Certificate is required). Cumulative number of 385 trainees training Programs is accepted for any one of the JVCA partners. 2.4. Scaling of IT Skill: Experience of conducting IT/ITES training program of at least 430 (four hundred thirty) personnel for any one of the JVCA partners (Experience Certificate is required). Cumulative number of 430 trainees is accepted for any one of the JVCA partners. 3. Average Annual Turnover: Demonstrate at least BDT 8.00 crore (or USD 6,60,000.00) as average annual turnover for at least 3 (three) years in last 5 (five) years (2024, 2023, 2022, 2021, 2020). In case of Joint Venture any one of the partners fulfilling the criteria is acceptable. As proof, authenticated audit report by a renowned chartered accountant firm for the mentioned year should be submitted. 4. Management Capability: The consulting firm should demonstrate an efficient and effective management capability through its (i) website, (ii) social media presence, (iii) brochure, (iv) photographs of office, (v) management team/staff, (vi) organogram, (vii) IT related training facilities and (viii) ICT equipment. Each requirement should be presented separately in the EOI. 5. Expert Pool: The consulting firm should submit a list expert pool and Key Experts, indicating their educational qualification and experiences (No CV is required in EOI stage). 6. Joint Venture (JV): In case of Joint Venture, Consortium or Association (JVCA) an agreement in Non-judicial Stamp of Bangladesh valued BDT 300 is required. In case of intend to form joint venture, each partner should submit their intention in their Letter Head Pad individually and jointly in the Letter Head Pad of the Lead Partner. Maximum of 4 (four) partners including lead partner will be eligible to form JV consortium or association. More than 4 (four) partners in a joint venture will be deemed to be non-responsive for the EOI. 7. Legal documents: The required documents are: (i) Incorporation Certificate, (ii) Income Tax registration certificate, (iii) up-to-date tax return certificate, (iv) VAT registration certificate, (v) up-to-date trade license, and (vi) litigation certificate (the firm may provide in its own letterhead pad). 8. Reward and certification: Any of the JV partners may have National Skills Development Authority (NSDA). Other certification like: (i) ISO certification on training program management, (ii) Rewards on training program management, (iii) Membership of BASIS/BACCO, training management association/institute are preferable. Other Details (if applicable): Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In the case of an association, all members of such association should have real and well-defined inputs to the assignment and in such "association" it is preferable to limit the total number of firms including the associates to a maximum of 4 (Four). A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations of The World Bank for IPF Borrowers February 2025.
