Expression of Interest For Independent Verification Agent (Iva) For Tanzania Rural Electrification Projects

Expression of Interest are invited for Independent Verification Agent (IVA) for Tanzania Rural Electrification Projects The Tanzania Rural Electrification Expansion Program (TREEP) and TREEP Additional Finance (TREEP-AF), as well as the Tanzania Accelerating Sustainable and Clean Energy Access Transformation in Eastern and Southern Africa Program (ASCENT) Program Tanzania, a follow-on project that recently achieved effectiveness, each support the Rural Energy Agency (REA) of mainland Tanzania in expanding rural energy access. Specifically, the two programs support electrification through both grid and off-grid approaches, including support to small private power producers (SPPs) and other distributed renewable energy sources such as solar home systems (SHS). The programs are formulated as Program-for-Results (P4R) operations in which the World Bank disburses the loan funds to the Government of Tanzania (GoT) as results are achieved, following an initial advance. Disbursements of funds against results requires the verification of reported achievements referred to as Disbursement-Linked Indicators (DLIs). REA will prepare monitoring reports on an annual basis and have them verified through their Trust Agent (TRAG), currently the Cooperative Rural Development Bank (CRDB) in partnership with INTERFINi. The verification protocol used by the TRAG has been approved by REAs Board and is conducted annually following the completion of the fiscal year on June 30th. Their verification methodology includes database verification and random site visits by the TRAG. Once this report is presented to REA and approved by REAs Board, it is presented to the World Bank who will then engage their own independent verification agent (IVA) to carry out its own assessment of the REA-approved results report. Based upon the conclusions and recommendations of the IVA regarding REAs results report for the previous fiscal year, the World Bank will determine the value of the disbursement to be made to the GoT based upon progress against those DLIs. The objective of this consultancy is the independent verification of the progress made against the indicators under the TREEP and ASCENT-Tanzania programs based on the annual results report prepared by REAs Trust Agent. This will ensure both the accuracy of REAs report on achievements against the pre-determined DLIs and the calculation of the associated annual disbursement against the progress made toward the goals of the NREP and the Rural Electrification Master Plan. The deliverable for this activity is expected to be a detailed Output Verification Report (OVR) in a format to be agreed at the inception stage of the consultancy. The OVR will present detailed results from the verification of the DLI achievement reported by REAs TRAG for the previous period. The report will review and either affirm or adjust the value of the DLIs. In addition, it will also include an update of the Intermediate Results Indicators based on the project results indicator matrix and as included in the report from REAs TRAG.
