Expression of Interest are invited for Consultation Service to Coordinate Field Activities for Client Projects in Tanzania and Mozambique SCOPE OF WORK The consulting firms responsibilities will include, but are not limited to: 2.1 Enterprise Selection and Preparation · Work with the client to segment and identify project intermediaries (Ag dealers, VBAs and farmer organizations) across the Arusha and Manyara regions of Tanzania and Manica Province of Mozambique. · Coordinate with the client and IFC teams to ensure participant selection aligns with project criteria and objectives. · Prepare selected farmer organizations by organizing initial orientation sessions, providing necessary information on training goals, and scheduling. 2.2. Training Logistics Coordination · In coordination with the client, coordinate logistics for all training and coaching sessions, including locations, venues, and timing with agricultural calendar. · Ensure timely and relevant communication with farmer organizations regarding training schedules, locations, and any updates. 2.3. Monitoring Attendance and Engagement · Track attendance of farmer organization representatives at each training session, ensuring accurate and up-to-date records. · Identify and address issues related to attendance, including follow-up with organizations with low participation rates. · Encourage engagement of farmer organizations through clear communication, addressing logistical issues, and providing support where necessary. 2.4. Data Quality Assurance and Reporting · Ensure data collection procedures are standardized and comply with project requirements. · Conduct data verification to maintain high-quality records of participant demographics, attendance, and training outcomes. · Provide regular (e.g., monthly, quarterly) progress reports to the project team, including attendance summaries, logistical challenges, and recommendations for improvements. · Submit an annual report summarizing the years activities, outcomes, and challenges encountered, along with suggestions for the subsequent year. 2.5 Enterprise Evaluation and Scoring · Work with IFC on the Training of Trainers (TOT) of project evaluators · Support the enterprises baseline and endline evaluations and score submissions 3. DELIVERABLES IFC will provide the implementation strategy and all other relevant documents, assessments and information pertaining to the program. The vendor firm will be expected to: · Prepare a logistics plan the clients team and coordinate all activities on the ground (please refer to Annex 1A and 2A for the Levels of effort for each project activity) · Develop a tracking system for the client staff to monitor activities, including attendance of participants at training and coaching sessions. · Submit quarterly monitoring reports to IFC project management and specialist teams aligned with the IFC project M&E indicator framework · Help IFC project management teams prepare for and attend bi-annual steering committee meetings as well as regular field visits. 4. SELECTION CRITERIA The consulting firm should demonstrate the following qualifications: Proven track record of at least 10 years coordinating agricultural projects in East and Southern Africa, with a preference for experience in Tanzania and Mozambique. Demonstrable experience in managing logistics for similar agricultural supply chain projects. Familiarity with the maize and soya value chains in Tanzania and Mozambique, particularly with smallholder farmer challenges. Capacity for data collection and quality management, including the ability to ensure accurate attendance records and other participant data. Strong organizational and communication skills, with fluency in both English and relevant local languages in Tanzania and Mozambique. 5. SUBMISSION INSTRUCTIONS Respondents to the Terms of Reference are asked to submit the following: Company profile and previous experience in similar projects. Proposed methodology and approach to fulfilling the scope of work. Staffing plan with qualifications of key team members. Timeline and proposed work plan. Financial proposal with detailed cost breakdown. 6. REPORTING The selected firm will report to the IFC Project Team Leader Beza Hailu Woldegiorgis and work closely under the guidance of subject matter experts. IFC will be responsible for the acceptance and approval of the consulting firms deliverables in consultation with the client. 7. CONFIDENTIALITY All data and information received from IFC and the World Bank for these assignments are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to IFC. All materials produced or acquired under terms of this contract - written, graphic, film, magnetic tape, or otherwise - shall remain the property of IFC and may not be used for other purposes than the execution of these terms of references and will not be disclosed to any third parties without the expressed advance written authorization of the IFC. The rights and duties provided for in this paragraph shall continue, notwithstanding the termination of the contract or the execution of its other provision.
