Project: Tender20524 - Consulting Services Regarding The Design, Retrofitting, Operation, Maintenance And Emission Control Of Industrial Storage Tanks . The Purpose Of This Rfb Is To Procure Consulting Services To Expand The Ministry’S Knowledge Base By Creating An Industrial Storage Tank Reference Report And Providing A Ministry Workshop Focused On Technical Options To Reduce Air Contaminant Emissions From Industrial Storage Tanks In The Province Of Ontario. The Ministry Is Seeking To Retain A Technical Expert In Industrial Storage Tanks With, But Not Limited To, The Following Expertise: (A) Theoretical And Practical Experience With Designing, Operating, Retrofitting, Maintaining And Troubleshooting Industrial Storage Tanks; (B) Theoretical And Practical Experience With Industrial Storage Tanks Sources Of Emissions, Emissions Estimation And Emission Control Options/Technologies; And, (C) Theoretical And Practical Experience With Industrial Storage Tank Best Management Practices To Minimize Emissions. Industrial Storage Tanks Are The Main Focus Of The Deliverables; However, The Ministry Would Also Prefer To Retain A Technical Expert With Some Expertise With Respect To Loading Racks. More Than One Individual’S Expertise May Be Required To Address All Of The Deliverables Included In This Rfb. Bidders Should Note That The Ministry Will Only Enter Into An Agreement With One Legal Entity (That Is, An Individual Or Corporation). Bidders May Propose Other Outside Experts As Subcontractors. Scope Of Work The Vendor Will Be Required To Prepare A Reference Report And Training On Industrial Storage Tanks For The Ministry. The Purpose Of The Report And Training Will Be To Increase The Ministry’S Knowledge Base With Respect To Industrial Storage Tank Technologies, Design, Retrofitting, Operation, Maintenance, Applications, Troubleshooting, Emissions Sources, Emissions Estimating And Emissions Control And To Create Tools To Assist The Ministry With Field Inspections And Review Of Environmental Compliance Approval (“Eca”) Applications. For Further Clarity, The Battery Limits Of Tanks For The Purposes Of The Deliverables Shall Include Ancillary Tank Equipment Integral To Tank Operations And/Or Emissions Reductions Such As Tank Fittings And Vapour Balancing Equipment And Shall Generally Include The First Piece Of Equipment Connected To The Tank Such As A Pump. The Vendor Will Be Required To Include Province Of Ontario-Specific Considerations In All Deliverables Where Appropriate. The Focus Of The Deliverables Is On Welded Steel Industrial Storage Tanks That Store Liquids.
