Request for proposals for Consultancy Service for SMT Support Consultant. EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aims at achieving three objectives: Improved evidence-based policy, guidelines, and strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities Bidder Eligibility The consultant should have the knowledge, skills and extensive experience to implement the scope of work. Required criteria: Local Consultant Masters degree or its International Equivalent in public health or international health; medical degree is an advantage with at least 5 years of relevant experience working with INGOs. Specialized experience is required in areas including, but not limited to, clinical management of TB and MDR-TB and HIV/AIDS, Malaria, Reproductive Maternal and Child Health; Infection prevention and control; hazardous disaster; disease outbreak; program design, management, and implementation; and program data management. Minimum ten (10) years of progressively responsible experience in clinical practice guideline development and/or review on health system and/or specific vertical disease programs. Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in a highly sensitive environment are required. Knowledge of and experience working in the Cambodian health system, especially with the Ministry of Health and relevant national programs/centers.
