Expression of Interest for Implementation of a Blockchain Based E-Voucher System for Agriculture Inputs in Madagascar Description As part of the World Bank-financed Rural Livelihoods Productivity and Resilience project, or Rice Plus Project, the Government of Madagascar aims to pilot a blockchain boosted e-voucher system. Rice Plus aims to strengthen rural livelihoods by increasing agricultural productivity and improving sustainable landscape management in the Sofia and Alaotra Mangoro regions of Madagascar. To support these objectives, the project has five components: i) support community development of watersheds through landscape approach, ii) upgrade the quality and performance of irrigation infrastructure and services, iii) develop select value chains and product diversification, iv) project management, monitoring and evaluation, and v) emergency response through the Contingency Emergency Response Component (CERC). The project is expected to reach a minimum of 300,000 direct beneficiaries composed of smallholders, and other value chain actors at the local, district, and regional levels. The pilot will leverage agricultural digitalization as a tool to achieve Rice Plus component 3 objectives, specifically sub-component 3.1, where the project intends to provide farmers with means to increase their agricultural productivity through vouchers.
