It Services: Consulting, Software Development, Internet And Support – Offer Of A Contract For Maintenance, Support, Further Development Of And Advice On An It System For Issuing Digital Export Certificates (Dix). Dix (Digital Export Certificates) Is The Danish Veterinary And Food Administrations System For Requesting And Issuing Export Certificates. The System Is Mandatory For Exporters Of Food, Feed And Animal By-Products To Third Countries. Dix Was Put Into Use On 28 February 2024 With Continuous Addition Of New Countries/Certificates. Dix Must Streamline And Digitize The Request Process, Which Involves A Transition From Manual, Printable Pdf Certificates To A Digital Solution. An Export Certificate Is An Official Document That Certifies That A Particular Product Complies With The Health And Safety Requirements Of The Importing Country. It Is Used When Exporting Food, Feed And Animal By-Products. The Certificate Documents That The Products Can Be Legally Exported And Accepted By Customs In The Recipient Country. The Issuance Of The Certificates Requires Approval From Relevant Authorities In The Exporting Country And Compliance With International Standards. Companies Must Request Export Certificates Via Dix. The Request Is Submitted Manually Or By Data Transfer Via Xml Files Or Api Integrations. The System Is Prepared To Support Full Digital Exchange Of Certificates Based On Un/Cefact Standards. The Process For Exchanging Certificates Digitally Requires That The Danish Veterinary And Food Administration Enters Into An Agreement On This With Third Country Authorities. During A Transition Period, Some Certificates Will Continue To Be Handled Through The Certificate Database And Traces Nt. From 28 February 2024, Approximately 20 Certificate Models Have Been Moved From The Old Issuing Method To The Dix System Every 14 Days. This Transition Is Expected To Be Completed By The End Of 2025, Which Is Why There Are Several Issuing Methods In Parallel (This Is Not Part Of The Task, But More To Give Potential Suppliers An Idea Of Where In The Process We Are). Certificates Transitioning To Dix Will No Longer Be Available As Printable Pdfs, But Will Be Locked Versions For Viewing And Completion Instructions. The Certificates Are Necessary To Be Able To Export, As Described Earlier. If There Is A Stoppage Of Operations On The Prod Environment, It Is Critical For The Companies. There Are Therefore Requirements For Service Targets. Dix Consists Partly Of An In-House Developed Part And A Part Which Is Based On Ibms Workflow Platform, Baw (Standard Program). Dix Is Integrated Into Other Of Fvsts Systems. Dix Consists Of Two Main Modules - The Request Part, Which Is Used By A Requester, Either Directly Through The Dix Requester Module Web App, Or Via A Rest Api That The Solution Exposes. The Requester Creates A Request For The Issuance Of An Export Certificate Here, And Submits This To The Danish Food And Drug Administration For Case Processing. The Danish Veterinary And Food Administrations Case Handlers Check The Submitted Data And Can Either Approve Or Reject The Request. If The Request Is Approved, The Solution Creates A Series Of Documents That Are Printed, After Which The Case Manager Can Pick Up The Printout From A Printer, Sign The Certificate, And Deliver Or Send It To The Requester. The System Also Integrates With The Agencys Esdh System, Where Documents
