Turku Energia Sähköverkot Oy (Tesv) Is Acquiring A New High-Level Control Room Software (Supervisory Control And Data Acquisition System, Later Scada) For Monitoring The Electricity Network. The Acquired System Is Used In Turku Energias Control Room For Controlling, Adjusting And Monitoring The Electricity Distribution Network. The Software Delivery Includes E.G. The Following: - Scada System With Licenses - Onsite Servers - Implementation Project - Data Migration From The Current System - Implementation Of Integrations With The Necessary Systems - Ongoing Services, Including Support And Maintenance. The Content Of The Procurement Is Described In More Detail In The Appendix Technical Description. In The Commissioning Project, Tesvs Scada Environment Is Planned, Defined And Built, To Which The Connections Of Substations, Transformers And Differential Stations Are Connected. The Renewal Of The System Includes The Update Of The Control Level System. The Data Transmission Connections Related To This Will Be Reviewed And, If Necessary, Updated As Part Of The Project. The Lower-Level Automation Systems Remain Unchanged In This Reform. There Is Also Data Exchange Between Scada Systems Of Other Network Operators, Which Are Kept Unchanged. The New System Must Be Reliable, Retain The Main Features And Possibilities Of The Current System, And Provide The Conditions For The Development Of The Control Room System For Future Needs. The Goal Of Renewing The System Is To Improve The Systems Efficiency, Usability, Cost-Effectiveness, Cyber Security And Ensure The Systems Future Performance And Further Development. Procurement-Related Documents Are Submitted As An Attachment To The Request For Participation, Which Bidders Are Asked To Familiarize Themselves With. It Should Be Noted That Only General Information About The Acquired System Is Provided During The Participation Request Phase, As The Acquisition Is Related To The Customers Critical Infrastructure. Bidders Must Evaluate Their Interest In Participating In The Procurement Based On The Information Presented In The Request For Participation And Its Attachments. In The Later Stages Of The Acquisition, More Detailed Information About The Object Of The Acquisition Will Be Provided. Bidders Are Required To Submit The Non-Disclosure Agreement Attached To The Participation Request (Unilateral Non-Disclosure Agreement_Tesv) Signed By The Bidder. It Is A Prerequisite That Detailed Information About The Content Of The Procurement Can Be Provided In The Next Stages Of The Procurement. A Delivery Contract And A Support And Maintenance Contract Will Be Concluded With The Winner Of The Competition. The Planned Contract Period For The Procurement Begins On June 1, 2025, With The Implementation Of The Commissioning Project. The Goal Of The Implementation Project Is To Be Completed By March 31, 2026, After Which Production Use Of The New System Will Begin. The Support And Maintenance Agreement Is Planned To Be Valid For A Limited Period From 1 April 2026 To 31 March 2030, After Which It Would Continue Indefinitely With A Mutual Notice Period Of 12 Months.
