Expression of Interest for Assessing the State and Potential for a Green and Just Industrial Transformation This procurement aims to secure services for a comprehensive study assessing the environmental impact of European industries and exploring pathways towards their green and just transformation. The study will evaluate progress in relation to the goals set by the EU for decarbonization, zero pollution and circular economy, while also considering the alignment and effectiveness of national policies in driving industrial change. The study will analyze historical and projected trends in industrial emissions, pollutants and consumption at both sectoral and national levels. The assessment of historical trends aims to explain the drivers of change of emission reduction, such as technology uptake or the potential impact of carbon leakage. The study will further provide an overview of progress on main enablers, including access to sustainable raw materials, infrastructure needed for the energy transition, innovation, digitalization and workforce development. Ultimately, the outputs from this study are intended to inform an EEA report as well as a broader work programme on industrial transformation, examining the role of decarbonization, zero pollution and circular economy for a resilient and competitive industry. Through this procurement, we seek expertise to deliver a rigorous, evidence-based study that informs this work.
