The Ministry Of Culture And Equality Is Investigating The Need For A Law On Anti-Doping Work In Sport And Work Against The Manipulation Of Sports Competitions. In This Connection, Some Key Issues Have Been Identified Relating To Possible Legal Regulation Of Anti-Doping Work In Sport, Which The Ministry Wishes To Have Investigated In More Detail. The Purpose Of The Study Is To Obtain A Good Decision-Making Basis For The Ministrys Further Work With A Possible Law. In The Report, The Current Association Law Anchoring Of Anti-Doping Work Will Be Discussed Based On The Increased International Requirements For The Work, As Well As The Intrusive Nature Of The Work Vis-À-Vis Athletes And Other Persons Subject To The Anti-Doping Regulations. It Will Also Be Discussed What Public Law And Private Law Implications It Will Have To Legislate Antidoping Norways (Adno) Tasks As A National Anti-Doping Organisation. Further Questions That Need To Be Answered Are: To What Extent Will Adno Exercise Public Authority If Their Tasks As A National Anti-Doping Organization Are Laid Down In Law? What Status Will The National Anti-Doping Regulations Have If Adnos Responsibility For The Regulations Is Laid Down In Law? To What Extent Does The Principle Of Legality Apply If Adnos Tasks Are Laid Down In Law? The Time Frame For The Assignment Is 16 Weeks. The Investigation Must Result In A Report That Is Handed Over To The Client At The End Of The Assignment On 13 June 2025.
