The Director Of The Center For Comprehensive Services For Children With Disabilities And Chronic Diseases, Burgas /Tckoduhz/, In The Capacity Of Public Contracting Authority Under Art. 5, Para. 2, Item 14 Of The Public Procurement Act, Conducts The Present Public Procurement Under Art. 20, Para. 3, Item 2 Of The Zop By Collecting Offers With An Advertisement With The Subject Delivery Of Food Products For The Needs Of The Center For Complex Services For Children With Disabilities And Chronic Diseases, Burgas For 6 Separate Positions. The Purpose Of The Public Procurement Is To Select A Contractor For Each Specific Position, Including The Supply Of The Relevant Group/Groups Of Food Products. The Object Of This Public Procurement Is Delivery Within The Meaning Of Art. 3, Para. 1, Item 2 Of The Zop. The Subject Of The Public Procurement Is The Delivery Of Food Products For The Needs Of The City Of Burgas Community Health Center For The Following Specific Positions: Specific Heading No. 1 Meat, Meat Products, Poultry, Fish And Eggs Specific Heading No. 2 Milk, Milk Products, Oils And Fats Separate Heading No. 3 Cereals, Cereal-Based Foods And Other Foodstuffs Separate Heading No. 4 Potatoes, Root Crops And Pulses. Fruits, Vegetables And Their Products Separate Item No. 5 Childrens Purees And Porridges Specific Item No. 6 Milks For Infants, Transitional Milks And Specialized Formulas The Specific Items And The Food Products Included In Them Are Described In Detail In The Technical Specification Attached To The Documentation. The Specified Quantities Of Food Products Are Estimated And Do Not Commit The Contracting Party To Their Complete Utilization During The Performance Of The Contract. The Legal Basis For Opening The Award Of The Public Contract Is Art. 186 – 195 Of The Civil Code, In No. Art. 20, Para. 3, Item 2 Of The Zop And Ppzop, And The Current Order Is Awarded By Collecting Offers With An Announcement. Reasons For Choosing The Order: The Current Public Procurement Is Awarded By Collecting Bids With An Announcement Within The Meaning Of Art. 20, Para. 3, Item 2 Of The Public Procurement Act In Order To Ensure Maximum Publicity, Respectively To Achieve The Best Conditions For The Contracting Authority, As Well As In Order To Protect The Public Interest By Creating Equal Conditions And Transparency In Participation In The Procurement, Equality And Non-Discrimination, Free Competition And Proportionality. Pursuant To The Law, Contracting Authorities Apply The Procedure Under Art. 20, Para. 3, Item 2 Of The Zop – Collection Of Bids With An Advertisement When The Public Procurement Contracts Have An Estimated Value Of Bgn 50,000. Up To Bgn 100,000 Vat Not Included. Given The Fact That The Type Of Procurement Allows The Technical Specifications To Be Defined Precisely Enough And The Conditions For Conducting A Competitive Dialogue Or Any Of The Negotiation Procedures Are Not Present, There Is An Opportunity And Conditions For The Public Procurement To Be Awarded In Accordance With The Procedure Provided For In The Public Procurement Act For Conducting Order Collection Of Offers With Announcement. The Estimated Value Of The Current Public Procurement Falls Within The Scope Of Art. 186 Of The Civil Code, In Connection With Art. 20, Para. 3, Item 2 Of The Public Procurement Act, Which Is Why It Should Be Awarded In Accordance With The Provisions Of The Public Procurement Act By Collecting Bids With An Advertisement.
