Expression of Interest for Benefits of Early Learning Centers in Rural Madagascar. Publication Date: 01/06/2025 12:00 AM EST EOI Deadline: 01/13/2025 11:59 PM EST Description: The World Bank education project in Madagascar financed the set-up of Community Early Learning Centers (CELCs) in remote areas with active community involvement, such as parents and teachers association. These early learning centers are attached to the closed public primary schools but are located closer to the villages to avoid long walks for young children. The project provided star-tup grants for 1000 early learning centers across the country The grant package included recreational materials (play kits, etc.), and a 10-month yearly subsidy for educators. Educators were trained in early childhood education. 85 000 children attended the CELCs. The World Bank is looking to hire a research firm to conduct a mixed method study targeting parents and primary caretakers of young children, and specifically focusing on mothers. The study would seek to understand how enrolling children aged 3-5 in community early learning centers (CELCs) affect time-use of parents and perceptions. The study will consist of key informant interviews with a representative number of parents, particularly mothers and with focus group discussions with childrens primary caregivers (parents, grandparents, siblings, educators and other community members).
