Tenders are invited for Consultant/Partner to Provide Information and Communication Technology (ICT) Technical Skills to USAID DWD Scholars Under the USAID Digital Workforce Development (DWD) project, The Asia Foundation (TAF) is seeking a qualified consultant or academy to design and provide the web development course for USAID DWD scholars who are based in Battambang and Svay Rieng. This course will be preferably in-person or hybrid, enhancing the scholars technical skill understanding and application. The purpose of this initiative is to address the specific needs of USAID DWD scholars on targeted intervention and support to strengthen their technical competencies, particularly through practical, hands-on applications of taught technical skills. These interventions will serve to complement their academic education received from their respective degree and bridge the gap between academic learning and real-world technical expertise. Scope of Work The selected partner(s) will be responsible for: Course Design and Implementation: Web Development · Conduct pre-assessment to tailor scholars needs · Design and customize the curriculum · Develop scoring and course evaluation structure · Organize the in-person/hybrid courses in Battambang and Svay Rieng · Use an interactive and hands-on approach · Provide necessary resources, including software and learning materials · Provide on-going support or mentoring to around 30 scholars when needed during the course Monitoring and Reporting · Monthly update the program team on scholars attendance and progress · Regularly monitor scholar participation, engagement, and progress throughout the course duration, as well as their practical projects or assignments. · Submit report on course implementation, including scoring sheet, project completion, learning outcomes of scholars. Deliverables The selected partner(s) will deliver the following: · Pre-assessment · Training Courses: A course curriculum · Training Sessions: Delivery of in-person/hybrid sessions in Battambang and Svay Rieng · Final Report: Submit the attendance list, scoring sheet, and students progress report Budget and Payment Structure The total budget for this technical skill course will be determined based on the availability of funds and mutual agreement between TAF and the selected consultant or partner. The budget will cover the cost of the course for each scholar, as well as any necessary travel and per diem expenses, if applicable Bidder Eligibility Required Qualification o The selected consultant or partner should possess: § The capacity to deliver in-person/hybrid sessions for university students majoring in ICT field in Battambang and Svay Rieng on weekend basis. § 5 years of experience designing and providing web development courses and other ICT related topics with certified expertise. § Experience working with students or youth, particularly in rural or underserved areas. § The ability to offer intermediate-to-advanced ICT-related skill courses, with a focus on short, specialized programs. § Flexibility to design and deliver customized courses and other relevant documents tailored to specific programs requirements. § Strong facilitation and communication skills.
